This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

Qualifications:
You may qualify at the NH 03 Broadband Level, if you fulfill the following qualifications:A. One year of specialized experience equivalent to the NH-03/GS-12 grade level in the Federal service as listed below and must meet 3 out of the 5 specialized experience listed below to be qualified:
- Applying DoW, A&S and MDA acquisition planning, execution and reporting guidance, acquisition law, policies, regulations, principles, standards and procedures to acquisition activities.
- Applying acquisition management & execution (Program Baseline Support, Acquisition Planning and Support, Contracts Requirement Package and Acquisition Support).
- Utilizing acquisition regulations, policies, and requirements for complex weapons systems in order to identify problems, develop innovative solutions, and recommend courses of action.
- Ability to apply qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
- Demonstrated use of the MDS, regulations, and technology to ensure program status, technical issues, and on-going activities align with projections and plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Responsibilities:
As a Program Analyst at the NH-0343-3 broadband level, some of your typical work assignments may include:- Position works as a Program Analyst in support of Senior Acquisition Analysts with providing recommendations to the Missile Defense Agency (MDA) leadership on all matters related to acquisition of program requirements across the Missile Defense System (MDS).
- Applies MDA directives, procedures, guides, etc. such as those referenced in the Comprehensive Acquisition Process (CAP).
- Provide Senior Acquisition Analyst with managerial and technical skills to assist with the development and implementation of successful MDS program planning, budget development, risk management, integrated logistics, acquisition and operational policies, plans and assessments.
- Serves as an assistant to the expert planner, analyst, and advisor to agency management on program analysis, annual/multi-year and long-range acquisition program planning for key agency programs.
- Works on comparison of actual program developments against approved plans and baselines to identify potential and actual problems. Assist Senior Acquisition Analyst with the development and coordination of Contract Requirements Packages (CRPs) in order to translate new and ongoing engineering requirements into artifacts that can be utilized in development of Requests for Proposals.
- Assist with the execution of inter-agency acquisitions as required with Other Government Agencies and support the review of services
Salary : $93,216
