Position Summary:
Minot State University (MSU) is seeking a qualified and committed Operations Supervisor Safety and Security to manage the planning and development of the Directors’ comprehensive campus safety, security, and emergency preparedness programs. The Operations Supervisor plays a critical role in ensuring a safe and secure environment for students, faculty, staff, and visitors while supporting the University's mission and values.
This position manages both physical security operations and campus safety programs, including emergency response coordination, Clery Act compliance, environmental health and safety protocols (as applicable), and collaboration with internal stakeholders and local emergency response agencies.
Key Responsibilities:
Leadership & Administration:
- Supervise a team of security personnel and ensure high levels of professionalism, visibility, and responsiveness.
- Oversee the training, development, and performance evaluation of security personnel, ensuring staff are equipped to effectively carry out campus safety operations.
- Assist in development and implementation of departmental policies and procedures that reflect best practices and comply with applicable laws and regulations.
- Oversee daily security operations, including patrols, incident response, campus surveillance systems, and access control.
- Responsible for management and supervision of the MSU Parking Enforcement officer.
- Ensure effective communication and coordination with local law enforcement, fire, and emergency services.
- Monitor and maintain security-related technology and systems (e.g., cameras, alarm systems, card access, Automatic External Defibrillators, Livescan fingerprint system.
Safety & Emergency Management:
- Serves as primary responder to campus emergencies and critical incidents, ensure timely assessment, coordination, and communication throughout the response.
- Conduct campus-wide emergency drills and training exercises in collaboration with relevant departments and agencies.
- Promote a culture of safety through awareness campaigns, training sessions, and community engagement.
- Assist the Director in development and maintenance of emergency response and disaster preparedness plans.
- Ensure compliance with federal, state, and local safety regulations, including the Clery Act, Title IX, FERPA, and applicable OSHA standards.
- Maintain accurate and timely records of incidents, crime statistics, and required reports for accurate reporting of crime statistics to the US Department of Education.
- Assists in the preparation and distribution of the Annual Security and Fire Safety Report (ASFSR).
- Collaborate on programs related to occupational safety, hazardous materials management, fire safety inspections, and building safety.
- Coordinate with Facilities Management on campus safety hazards and risk mitigation.
Minimum Qualifications:
- Education:
- Experience:
o At least 3 years in a supervisory or leadership role.
o Experience in higher education or public-sector safety programs preferred.
- Certifications:
o CPR, First Aid, and AED certification (or ability to obtain within 6 months).
o Clery Compliance Officer certification (or ability to obtain within 12 months).
o NIMS/ICS training, or Certified Emergency Manager (CEM) designation preferred, Criminal Justice Information Sharing (CJIS) certification.
Required Skills & Competencies:
- Strong leadership and personnel management skills.
- Thorough knowledge of public safety laws, Clery Act compliance, and emergency preparedness standards.
- Excellent written, verbal, and interpersonal communication skills.
- Proficiency with incident management systems, security technologies, and Microsoft Office.
- Ability to work independently, manage confidential information, and remain calm under pressure.
Working Conditions:
- May require irregular hours, including evenings, weekends, and holidays.
- Must be available on-call for emergencies.
- Work is performed both in office settings and outdoors in varied weather conditions.
