Merit System Classification Specifications:
Under the direction of the Health and Human Services Director, is responsible for the development, interpretation and oversight of a wide range of social service programs, policies and procedures within a broad array of complex and interrelated state and federal programs as set by the Department of Human Services, the Minnesota Department of Health, and Minnesota State Statutes and federal laws.Minnesota Merit examples of duties
• To supervise the Unit to assure that quality services are provided to County Residents
• Corrective action plans will be completed for cases in non-compliance
• Case openings, closings and requests for information will be reviewed for agency standards compliance
• Ensure the compliance of federal, state and county rules and regulations
• New or updated in rules and statutes and policies will be discussed and disseminated, with accompanying staff orientation.
• Printed information will be provided to staff in the form of bulletin and agency procedures
• Evaluate ongoing community needs, quality of services and appropriateness of programs.
• Report to the Department Director and/or the County Board on information pertinent to the population, and other Department interests as assigned.
• To recruit, develop and manage the Unit staff to ensure that quality professional practices are delivered.
• Carries out management of personnel reporting to the position, following state, federal, county, and bargaining unit labor laws.
• Promote staff development via group/individual training
• Ensures fiscal responsibility of the services managed by the program assigned.
• Provide Director with data and reports that indicate activities that reflect on budget planning
• Provide program data requested in an accurate, timely manner; identify and analyze trends that impact funding streams to the Department.
• Assures delivery of adult protection services within state statutes, local guidelines and best practices for this body of work.
• Monitor and supervise to assure county optimal performance relating to third party contracts for services to consumers.
• Take corrective action in obtaining additional funds allocations as needed
• Works with Department contracting personnel in pursuit or new or revised contracts, or in the procurement and delivery of contracted services.Minnesota Merit Minimum Qualifications
• A Master's degree from an accredited college/university in social work, clinical psychology, counseling psychology, human services administration, nursing or closely related field (i.e., applied behavioral sciences) and one year of experience as a social worker.
Or
• Baccalaureate degree from an accredited college/university and four years of experience as a social worker.
Or
• Baccalaureate degree in social work, clinical psychology, counseling, psychology, human services administration, nursing or a closely related field and two years of experience in delivery of client-centered programs and case management.The examination will consist of a rating of training and experience based on the information you provide in your application and your responses to the supplemental questions included in the application process.
