DESCRIPTION:

The Guardian and Conservator Complaint Program (GCCP) is seeking a Complaint Investigation Assistant that provides support to the complaint process. The Complaint Program provides oversight of court-appointed guardians and conservators to ensure the protection of vulnerable Minnesotans. This position will provide professional level assistance to the investigatory process in determining whether allegations of abuse and financial exploitation by guardians and conservators on persons subject to guardianship or conservatorship are substantiated. This position is grant funded and full or part-time. It is anticipated this position will last until August of 2027.

EXAMPLES OF JOB DUTIES:

The following are examples of major job duties expected for this position to perform:

  • Monitor Complaint hotline, voicemail and emails. Return calls and explain the complaint process and anticipated timelines. Refer non-complaints to court administration, other government agencies, or outside entities.
  • Monitor the State Court Administrator’s Office Complaint Examiner inbox; create investigatory file from new complaints and contact complainant and other witnesses for additional information regarding the complaints.
  • Following review of complaint and a review of the court file, perform intake interview with complainant utilizing interview protocol. Summarize complainant interview in writing and add to file.
  • Screen cases for intake by obtaining statements from complainant and others involved in the care of the Person subject to Guardianship and/Conservatorship.
  • Conducts the review and prepares the letter for the court on lower level/severity court ordered investigations.
  • Accept and verify correspondence is contained in the electronic file. Provide completed correspondence to complainant, guardian/conservator, and person subject to guardianship or conservatorship.
  • Run reports for analytical purposes and status reports as well as verification of accuracy of complaint data. Compiles and prepares necessary agendas and materials for meetings.
  • Develop training material as directed and attend grant meetings to assist in program and training development. Recommend improvements in policies, procedures and court processes.

TYPICAL QUALIFACTIONS :

Below are the past experiences that will enable success in the role. For education requirements listed, the equivalent number of years of related experience may serve as a substitute.

Minimum Qualifications:

  • Minimum of 1 year of administrative experience utilizing common office software, including Word and Excel.
  • Two-year degree in business, administration, or related field.

Knowledge, Skills, and Abilities:

  • Ability to communicate with court personnel, conservators, guardians, persons subject to conservatorship/guardianship, social workers, case workers, and other case stakeholders. Ability to effectively work with individuals from diverse backgrounds.
  • Ability and willingness to learn court systems.
  • Ability to learn to perform technical and/or professional tasks and assignments and learn computerized office programs.
  • Ability to learn routine rules of court, state statutes, court and office policies, procedures of the area assigned and develop basic problem-solving skills.
  • Ability to understand and follow oral and written instructions and to make routine decisions in accordance with instructions and regulations.
  • Some knowledge of modern office practices, procedures, methods, and ability to operate a personal computer and office equipment.
  • Some basic knowledge of concepts related to area of assignment.
  • Knowledge of business English, spelling, and arithmetic.

Preferred Qualifications:

  • Experience in social work, including working with vulnerable adults.
  • Familiarity with guardianships and conservatorships
  • Familiarity with Minnesota court records

SALARY:

The expected salary range for external candidates is $25.27-$31.62 per hour ($52,764 - $66,023 annually). The Full salary range for this position is $25.27 - $37.96 per hour ($52,764 - $79,260 annually). This position is non-exempt under the Fair Labor Standards Act and is not eligible for State of MN employee benefits.

SUPPLEMENTAL INFORMATION:

Position Logistics:

This position is a grant funded and classified as an Administrative Professional. This is a temporary position that has the opportunity to be either Full-time or Part-time depending on availability and is expected to last until August 2027. Work will be conducted primarily in a remote setting with occasional training and in-person work at the Minnesota Judicial Center located in downtown St. Paul, Minnesota.

This position is classified as an office Assistant III and will work normal business hours Monday through Friday (30 hours a week) 8:00 a.m. – 4:30 p.m.
