DESCRIPTION:

The Minnesota Supreme Court is pleased to announce an opening for an Access to Justice Project Manager. This position is responsible for overseeing two high priority, high impact initiatives: the consumer-Debt Litigation Reform Project and the Artificial Intelligence (AI) & Access-to-justice project. In this role you will conduct intensive research, gather stakeholder engagement and provide project Management to both initiatives.

DUTIES:

The following are the primary duties expected for this position:

  • Develops and Manages Projects: Creates and maintains detailed project schedules and milestones for both the Consumer-Debt and AI & Access-to-Justice work groups; monitors progress against grant narratives to ensure all deliverables are met by the December 31, 2026, deadline.
  • Conducts Legal and Policy Research: Examines Minnesota consumer debt litigation practices, reviewing the 2023 MSBA Access to Justice Report, legislative history, and comparative rules from other jurisdictions.
  • Writes Technical Reports and Recommendations: Drafts comprehensive reform reports, explanatory commentary, AI risk-assessment matrices, and executive summaries intended for presentation to the Minnesota Supreme Court and various Rules Committees. Synthesize national research and best practice models (e.g., New York’s Debt Collection Rules, California’s Consumer Protection statutes) and produce briefing memos for the work groups. And develop a detailed AI work plan that includes recommended pilot project design, guardrails, performance metrics, and recommendations for a potential “sandbox” regulatory framework.
  • Drafts documents that help guide the work groups considerations for possible amendments to the MN General Rules of Practice, Minnesota Rules of Civil Procedure and other rules. Drafts an AI & Access-to-Justice report.
  • Facilitate Stakeholder and Committee Engagement: Organizes and leads meetings with legal-aid providers, bar associations, creditor groups, and technologists to validate findings and incorporate diverse perspectives into final recommendations.

QUALIFICATIONS:

Any combination of training and work experience that indicates possession of the knowledge, abilities and skills listed below. An example of acceptable qualifications for this position is :

Minimum Qualifications:

  • Bachelor’s degree
  • Minimum of 2 years of professional experience in legal practice, legal administration, policy research, or similar work.

Preferred Qualifications:

  • Juris Doctor (JD) or a master’s degree in a related field.
  • Experience with Artificial Intelligence (AI) concepts and/or Minnesota consumer debt litigation.
  • Experience using electronic document applications, such as Microsoft Office Suite, or Adobe Acrobat, with the ability to learn other, job-related software.
  • Minimum of 2 years of experience in project management.
  • Experience working in public administration or government work such as a state court system.

Knowledge, Skills, and Abilities That Will Be Considered:

  • Familiarity with court rules, procedures, and internal workflows.
  • Previous work on consumer debt or debt collection reform (legislative, advocacy, or judicial).
  • Familiarity with AI policy or legal tech projects through professional experience or academic research. (e.g., pilot of AI chatbots, data privacy impact assessments).
  • Ensures compliance with grant funding requirements.
  • Superior writing and presentation skills.
  • Knowledge of substantive and procedural laws and Minnesota Court Rules.
  • Ability to communicate effectively both verbally and in writing with a variety of individuals and groups in a professional setting.
  • Ability to maintain records and confidentiality standards
  • Ability to learn routine rules of court, state statutes, court and office policies and procedures of the area assigned.
  • Ability to make routine decisions in accordance with instructions and regulations.
  • Ability to understand and follow oral and written instructions.
  • Ability to manage workload effectively including planning, organizing, prioritizing, and meeting deadlines.

Salary: The expected starting salary range is $40.08 - $51.11 per hour. The full salary range for this position is $40.08 - $62.14 per hour. This position is exempt under the Fair Labor Standards Act and is eligible for State of MN employee benefits.

SUPPLEMENTAL INFORMATION:

Position Logistics:

This temporary, part-time position is classified as an IT Project Manager, with the focus being project management and is expected to work 20-25 hours per week. Work will be performed predominantly during normal business hours, Monday-Friday at the Minnesota Judicial Center located in downtown St. Paul, Minnesota. This work will be conducted in an office setting with occasional walking, standing, and bending. Occasional remote work may be a possibility. This is a temporary, grant-funded position that is expected to last 10-12 months based on hire date.
