This position provides engineering leadership and executive management for the Corridors of Commerce I-494 Design-Build Project Phase II. This position is responsible for directing and allocating resources to ensure successful delivery of the project in a manner that meets the needs of customers and stakeholders. The position also participates as a member of the Metro Management Team, contributing to districtwide policy direction, operational decision-making, and strategic management to ensure high-quality customer service.

Responsibilities include:

  • Serve as the Project Director for the Corridors of Commerce Design-Build I-494 Project Phase II.
  • Lead the development and procurement process for the I-494 Phase II Project, including oversight of the Request for Qualifications (RFQ) process and development and verification of Request for Proposals (RFP) requirements.
  • Oversee and administer the Design-Build Contract, Verification Contract, and the Public Information and Engagement Contract to ensure that district and state objectives are met.
  • Develop and manage all project-related communications, including coordination with district staff and direction of the Public Information and Engagement Contract.
  • Provide management, engineering, and administrative oversight of Metro District Construction Projects and Materials Engineering during the absence of the Metro District Construction Director, ensuring continuity of operations, policy implementation, and efficient delivery of services.

The location of this position is the I-494 project office in Bloomington, Minnesota. The incumbent will have flexibility to work in the office or a hybrid of in office and teleworking. If working a hybrid schedule, the incumbent will be required to complete a telework arrangement with their supervisor.

Minimum Qualifications

  • Current registration as a Professional Engineer (Civil) with the MN Board of Architecture, Engineering, Land Surveying, and Landscape Architecture AND
  • Five years professional engineering experience (post registration) of which at least three years are at the Engineer Principal level or higher.

Leadership and Management: Leadership skills and experience to successfully lead and manage a major construction project and contribute to agency initiatives, develop and implement innovative solutions to complex issues, and lead and motivate others who do not report directly in developing and completing projects.

Technical Expertise: Knowledge of road construction and maintenance concepts, techniques, operations, methods, materials and equipment and federal, state and local laws, regulations, policies and codes as they relate to transportation system construction, maintenance and operations.

Fiscal and Human Resources Management: Experience managing fiscal and human resources for a multi-disciplined section including managing large, complex budgets and allocating resources, and supervising staff (hiring, assigning, and evaluating work, promoting, disciplining, and training).

Communication/Human Relations: Demonstrated ability to communicate and collaborate with a wide variety of stakeholders; engage diverse groups of people (backgrounds, interests, and abilities); build and maintain effective working relationships with internal and external partners; and a high level of negotiation and conflict management skills.
