This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position is responsible for providing leadership, oversight and direction for integrated behavioral health care models and related payment reform, including Behavioral Health Home (BHH), Certified Community Behavioral Health (CCBHC), and Officer Involved Community Based Care Coordination (OICC).

The incumbent will lead staff in the expansion and development of integrated care models as statewide Medicaid benefits. The incumbent will supervise staff who analyze available data to set policy direction and recommendations as follows: provide strategic guidance to Department of Human Services (DHS) management, partners and providers, lead processes for legislative changes, communicate policy updates to staff, as well as internal and external stakeholders and partners, facilitate and coordinate continuous improvement activities to increase access to high quality services for Minnesotans and ensure a comprehensive culturally responsive integrated service system. The incumbent will work within the Behavioral Health Administration (BHA) and across divisions, administrations, and with external partners and stakeholders.

As part of the Integrated Services Section Leadership Team, this position contributes to the division’s management of fiscal expenditures, data, program evaluation, and quality indicators to recommend and implement policy changes to behavioral health services. The incumbent is responsible for the development of legislative packages and monitoring of the division’s legislative initiatives, as well as the provision of technical assistance to BHA’s legislative team on bills that influence the administration’s mission relative to integrated behavioral health services and other program areas as assigned.

This position develops management level strategies, and fiscal decision-making on cross-divisional activities for ongoing assessment of quality and value of services to identify gaps in the continuum of care. Shared responsibility leads to the improvement of existing, or development of new, treatment or support services for adults, youth and children with behavioral health conditions. Major projects needing contributory decision making include working across counties, tribes, providers and Managed Care Organizations (MCOs) in maintaining and creating services over the continuum, implementing integrated behavioral health treatment and primary care service models, identifying and implementing best practice models for integrating behavioral health treatment delivery, and building a strategy for the future delivery of services within Minnesota.

This position directs the activities of policy experts, stakeholders and other staff, as they relate to the development of service and payment models for the continuum of care. Utilizing excellent leadership skills, this position convenes and aligns the expertise, efforts, and resources of multiple policy and research areas, as well as Office of Inspector General Licensing Division to support the development and maintenance of integrated behavioral health service delivery models. The incumbent will build and maintain working relationships with the Department’s Health Care Administration (HCA) including, health care policy areas, health care rates, Managed Care Contracts Division, Federal Relations, Provider Enrollment, and Provider Relations.

Some responsibilities include, but are not limited to:

  • Supervise the Integrated Care Models Policy Team to develop and implement public behavioral health policies and strategies by using DHS human resource management practices and concepts so that employees’ work activities are customer driven, of high quality, and are pursuant to DHS procedural and negotiated standards.
  • Lead ongoing oversight of legislative work impacting integrated models of care. This responsibility includes identifying needed policy changes, developing legislative proposals, informing bill language and fiscal assumptions.
  • Direct community/partner engagement strategies for integrated behavioral health services statewide to determine where to allocate state and federal resources; assess integrated behavioral health services and identify geographic and demographic service gaps.
  • Supervise all aspects of the Integrated Care Models Policy Team.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team leader, project lead;
  • Completion of a State of Minnesota leadership program (e.g., ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee
  • (e.g., ERG) - Experience must include:
    • 1 year of experience identifying issues, goals and strategic actions
    • 100 hours per year commitment


AND

Four (4) years specialized professional experience working in a behavioral health service and/or delivery programs that demonstrate the following:

  • Practical understanding of Federal, State, and County government laws, rules, regulations, and guidelines regarding Medical Assistance and MinnesotaCare programs or another state Medicaid program.
  • Knowledge of health care purchasing strategies, cost containment and performance measurement, and value-based purchasing methods, including quality incentive programs.
  • Experience with community/partner engagement strategies for health services programs.
  • Program management experience that includes knowledge of process improvement methods.
  • Must have a valid Driver’s License.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns for internal and external stakeholders.
  • Practical experience with payment and care delivery reform efforts at the state and national levels.
  • Extensive knowledge of the behavioral health treatment services system in Minnesota including detailed knowledge of funding for behavioral health services through MN Health Care Programs (MHCP).
  • Understanding of the state legislative development process sufficient to develop successful legislative and/or budget proposals and to prepare documents.
  • Master’s degree in social work, human services administration, public policy or business administration.
