The Homeless Program Manager serves as a principal subject matter expert for the Emergency Solutions Grant (ESG) and supports the administration, strategic planning, and oversight of a statewide portfolio of homelessness assistance programs. With a high degree of independence, this position provides leadership in policy development, federal and state grant management, compliance enforcement, and system-wide coordination with external and internal partners. It carries primary responsibility for ensuring the effective implementation of ESG and contributes substantially to shaping statewide efforts that improve housing stability for people experiencing homelessness across Minnesota. Operating with minimal oversight, the position manages multiple funding streams, develops policy and operational strategies, ensures adherence to evolving federal and state requirements, and influences statewide service delivery systems. This role integrates complex financial, legal, and programmatic information to ensure compliance, performance, and innovation across housing and homelessness systems.

- ESG Program Leadership: Serves as a statewide lead and primary author of federal grant specific policy for the Emergency Solutions Grant (ESG) program. Has sole authority and leadership on ESG program planning, implementation, and compliance. Directs program operations across DHS and subgrantees, aligning federal, state, and agency goals. Ensures ESG execution meets HUD requirements and leverages cross-agency coordination with HUD, Minnesota Housing, and DEED.
- Policy Development & System Integration: Functions as a lead policy strategist and statewide liaison for homelessness program integration. Supports legislative analysis, policy development, stakeholder engagement, and training activities that strengthen program effectiveness and foster system-wide alignment.
- Portfolio Grant Administration: Leads grant management functions for a portfolio of housing and homelessness assistance programs, including but not limited to the Emergency Solutions Grant, Emergency Services Program, Transitional Housing Program, and Homeless Youth Act. Directs full grant lifecycle processes and ensures alignment with legislative mandates and financial regulations.

Experience must include:
- Knowledge of various federal/state homelessness policies (e.g., ESG statute, Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) /McKinney-Vento Homeless Assistance Act, etc.).
- Practical experience with state and/or federal reporting tools and systems.
- Practical experience of contract negotiation, grant management, and financial/budget oversight.
- Skilled at using MS Office Suite programs: Word, Excel, PowerPoint, Outlook.
- Bachelor’s Degree in Social Work, Psychology or related fields can substitute for one (1) year of required work experience.
- Variety of experiences working effectively with others from different backgrounds and cultures.
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
- Experience with the federal Integrated Disbursement and Information System (IDIS) and state grant management platforms (EGMS, Foundant, and/or CIS).
- Presentation skills to explore and solicit discussion from a diverse group to stakeholders for facilitation of goal-oriented outcomes.
- Experience integrating, coordinating and/or reconciling the interests, mandates, responsibilities, goals and perspectives of a complex and diverse set of stakeholders across agencies and disciplines.
- Program management skills including prioritization, coordination, decision-making, strategic analysis, flexibility, and the ability to manage crisis situations while maintaining extensive and complex relationships
- Understanding of the legislative process.
