The Minnesota Department of Education’s Commissioner’s Office is seeking a Systems & Governance Lead to plan, develop, implement, and manage agency specific information technology systems governance frameworks and portfolio management plans that align with cross-cutting business objectives and ensure information technology systems investments deliver value while mitigating risk. This position requires high level interagency coordination to establish a coordinated framework and interagency agreements that interface with the department as well as enterprise operations agencies, e.g. MNIT.

This role acts as a bridge between business units and MNIT Partners, ensuring that governance policies, processes, and performance metrics support strategic outcomes, regulatory compliance, and operational excellence.

This position is eligible for telework to applicants who reside in Minnesota or a bordering state. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.

Minimum Qualifications

Five (5) years of experience in project management, including demonstrated experience in leading systems and governance framework development to align cross-cutting business objectives or strategies.

OR

A bachelor's or master's degree AND four (4) years of experience in project management, including demonstrated experience in leading systems and governance framework development to align cross-cutting business objectives or strategies.

Experience must demonstrate the following:

  • Strong understanding of alignment between technology and business strategy.
  • Project/program management related to enabling the strategic use of systems and the ability to establish tactical plans for execution.
  • Relationship management experience with inter- or intra-agency programs, policies, and processes to meet business needs and produce high visibility/high impact deliverables.
  • Strategic planning and phased implementation of large, complex organizational initiatives.

Preferred Qualifications

  • Knowledge of change management processes and partner engagement.
  • Knowledge of complex education-related regulatory issues, applicable regulatory laws and rules, and state agency requirements.
  • Demonstrated understanding of the field of K-12 or early childhood education.
