The incumbent serves as the program coordinator of the Intensive Community Mental Health Recovery (ICMHR) of the Mental Health Product Service Line of the Minneapolis Minnesota Veterans Affairs class 1A (High Complexity) Medical Center. The incumbent is administratively responsible for a clinic program providing treatment to the patients in this program. They may be the sole practitioner in this specialty at the facility and typically provide direct patient care services in the program area.

Qualifications:

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Must possess a Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
  • Licensure: Must be licensed or certified by a state to independently practice social work at the master's degree level.
  • English Language Proficiency: Candidates must be proficient in written and spoken English to be appointed.

Grade Determinations: Social Worker (Program Coordinator) GS-0185-12
(1) Experience/Education.
One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
(2) Licensure/Certification.
Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
(3) Demonstrated Knowledge, Skills, and Abilities.
In addition to the experience above, candidates must demonstrate all of the following KSAs:
(a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
(b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
(c) Ability to supervise multidisciplinary staff assigned to the program.
(d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(e) Ability to provide training, orientation, and guidance within clinical practice.

Responsibilities:

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

Major duties include, but are not limited to:

  • Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction. Develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Responsible for writing policies, establishing procedures, and/or practice guidelines for the program.
  • The incumbent oversees the daily activities of a multidisciplinary team of other employees performing work at various GS levels up to their own grade and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit.
  • Performs the administrative and personnel management function relative to staff supervised. The incumbent establishes guidelines and performance expectations of staff, which are clearly communicated through the formal performance management system. Observes workers performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Incumbent is able to resolve informal complaints and grievances. Develop work improvement plans, recommending personnel actions as necessary. Incumbent provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area.
  • Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of safety regulations.
  • The incumbent is responsible for furthering the goals of equal employment (1) merit promotion of employees and recruitment and hiring of applicants; (2) fair treatment of all employees; (3) encouragement and recognition of employee achievements; (4) career development of employees; and (5) full utilization of their skills. Incumbent is able to supervise employees to accomplish the work of the organization unit.
  • The incumbent performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Technical assistance provided is based on monitoring activities and program reviews, and the development and analysis of information. In addition, the incumbent uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements. The incumbent performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.).
  • Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Responsible for key project activities related to the planning, development, and implementation of the project component. A substantial portion of the workload directed by this position is carried out at tone or more locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer. Many case management services in this program are provided in the community and require the individual to travel to in the metropolitan area.
  • Performs other related administrative duties as assigned. This position oversees an organizational unit with a staff of between 6 to 8 staff. The incumbent will provide direct supervision to ICMHR social work staff.
