- Administers and coordinates full lifecycle for all employee leave programs (e.g., FMLA, personal, military, jury, bereavement) ensuring compliance with applicable Collective Bargaining Agreements (CBA), policies, and federal/state/local laws.
- Receives and reviews requests for leaves, including supporting documentation; sends required notifications, forms and letters; and determines leave eligibility.
- Maintains a database to track the receipt and status of leave requests. Maintains confidential records, files and reports. Maintains the OSHA 300 log.
- Tracks continuous, intermittent, paid, and unpaid leave time in accordance with policies and procedures.
- Serves as the primary point of contact for leave requests, communicating directly with department managers and employees advising them on appropriate leave processes and policies.
- Serves as liaison with other departments to submit required documentation for pending cases and represents Human Resources and MPRB at related hearings.
- Assists in the creation and facilitation of training programs for varying groups particularly on leave administration and workers’ compensation, and other relevant matters as they arise.
- Coordinates and tracks workers' compensation claims and works closely with employees, supervisors, and the MPRB's third party administrator (TPA) through the life of a claim.
- Assist MPRB in identifying and addressing the park and recreation needs of underserved and under-represented communities.
- Bachelor's Degree in Human Resources Management, Business Administration, Public Administration, a related field or equivalent
- Progressively responsible experience performing leave administration: Three (3) years.
- Experience performing general HR functions: Three (3) years.
- Experience utilizing human resource information systems: Two (2) years.
Nice to Have:
- Professional HR certification (such as PHR or SPHR).
- Related government experience.
- Experience working with Unions and labor contracts.
- Knowledge of applicable federal, state, and local leave related regulations (e.g., FMLA, HIPAA).
- Knowledge of computer systems and software used in the assigned area.
- Knowledge of federal, state, and local laws, regulations, policies, civil services rules pertaining to employee/employer rights.
- Knowledge of cultural competence in engaging people from diverse communities.
- Ability to resolve routine problems associated with professional Human Resources work.
- Ability to utilize a broad range of job related software and programs such as email, word processing spreadsheet, HRIS, payroll, and database management applications.
- Outstanding customer service principles and practices and standards for a diverse customer base.

What steps the selection process involves:
- We review your minimum qualifications.
- We rate your training and experience based on application materials and supplemental questions (30%).
- We conduct a structured panel interview (oral exam) (70%).
- We calculate your civil service score based on the above components and place you on the eligible list if all testing components are passed (passing score for each component and as an overall score is 70.00 or above). Eligible list will expire in three (3) months.
- We refer the top finalists to the hiring manager for an interview.
- References, including verification of employment, past work performance and discipline may be considered.
- We conduct a background check. Upon receiving a conditional offer of employment, the applicant will be asked to sign an informed consent allowing the Minneapolis Park and Recreation Board to obtain their criminal history in connection with the positions sought.
