Position Summary
The USM Sourcing Manager is responsible for developing and executing sourcing strategies for Used Serviceable Material (USM) in support of an FAA Part 145 Repair Station. This role requires deep expertise in the global USM market combined with a strong working knowledge of FAA regulatory requirements, airworthiness, and audit readiness. The position ensures timely availability of compliant, cost-effective material while supporting turnaround time (TAT), margin, and customer commitments.
Key Responsibilities
USM Sourcing & Market Leadership
· Act as the USM market subject matter expert for the repair station, including pricing trends, availability constraints, teardown pipelines, and broker networks
· Develop and execute USM sourcing strategies aligned with shop capacity, repair forecasts, and customer demand
· Proactively source rotables, repairables, and time-sensitive material to support scheduled work and backlog
· Provide leadership with buy vs. repair vs. exchange vs. teardown recommendations grounded in market data and regulatory risk
FAA Compliance & Quality Integration
· Ensure all sourced USM complies with FAA Part 145, customer requirements, and internal quality procedures
· Verify full traceability, airworthiness, and certification, including FAA 8130-3, EASA Form 1, dual release, and authorized release certificates
· Partner closely with Quality, Receiving Inspection, and Engineering to resolve documentation discrepancies and acceptability risks
· Support internal audits, FAA surveillance, and customer audits related to material sourcing and supplier compliance
Supplier Management & Negotiation
· Qualify, manage, and maintain approved USM suppliers in accordance with repair station procedures
· Negotiate pricing, lead times, warranties, exchanges, and consignment agreements while maintaining compliance
· Leverage deep market insight to avoid non-compliant, over-priced, or high-risk material
· Monitor supplier performance metrics including OTD, quality escapes, documentation accuracy, and responsiveness
Inventory, Planning & Risk Management
· Collaborate with Planning, Production, and Engineering to anticipate material needs and prevent AOG-driven shortages
· Use USM market intelligence to support safety stock strategies, forward buys, and constrained-part mitigation
· Support inventory optimization efforts, including excess and obsolete (E&O) reduction and asset disposition
Systems, Controls & Reporting
· Execute sourcing transactions and maintain documentation within ERP/MRP systems (e.g., Quantum)
· Ensure sourcing activities comply with internal controls, segregation of duties, and purchasing procedures
· Provide leadership with reporting on cost savings, market risks, supplier health, and material availability
Qualifications
Required
· 5 years of aerospace supply chain, sourcing, or procurement experience
· 5 years of direct USM sourcing experience in an FAA Part 145 Repair Station, airline, or MRO environment
· Deep knowledge of USM market dynamics, teardown economics, and broker practices
· Strong understanding of FAA regulations, airworthiness requirements, and traceability standards
· Proven negotiation skills in time-critical and AOG-driven environments
Preferred
· Experience sourcing high-dollar rotables and repairables
· Direct teardown sourcing or asset acquisition experience
· Familiarity with Quantum ERP or similar MRO systems
· Bachelor’s degree in Supply Chain, Business, Engineering, or related field
