Minerva Defense is seeking an experienced and qualified UXO Quality Assurance Specialist for a Systems Engineering & Technical Assistance (SETA) contract supporting the U.S. Army Space and Missile Defense Command (USASMDC) Office of the Deputy Chief of Staff, Engineer (G49) for facilities engineering & sustainment and environmental planning & compliance at the Republic of Marshall Islands (RMI), Kwajalein Atoll.

JOB SUMMARY

Manage the site quality program under the auspice of the company Quality Assurance Manager.

DUTIES AND RESPONSIBILITIES

  • Responsible for implementing and enforcing all quality requirements in the Project Work Plan.
  • Ensure operations produce a quality product while adhering to federal and state regulations.
  • Inspect procedures and policies for compliance to industry standards.
  • Evaluate methods and means for cost effectiveness.
  • Reduce waste, duplicated effort, and product failure.
  • Ensure operations adhere to the project work plan.
  • Conduct workforce training on ordnance.
  • Inspect safety procedures and training programs to maximize time and effectiveness.
  • Conduct stakeholder feedback.
  • Communicate negative trends of production or quality to the project manager.
  • Communicate major deficiencies to the Quality Manager and Project Manager.
  • Coordinate efforts with SUXOS to streamline operations through experience and teamwork.
  • Serves as site liaison to the on-site USACE Safety Representative.

MINIMUM QUALIFICATIONS, SKILLS, AND EDUCATIONAL REQUIREMENTS

  • Graduate of a qualified explosive ordnance disposal (EOD) school with at least eight years combined military and commercial UXO experience. As an exception, a UXOSO may be a graduate of a qualified UXO school and have at least eight years commercial UXO experience, as required by DDESB TP18.
  • Current 40-Hour HAZWOPER certification IAW 29 CFR 1910.120
  • Current 29 CFR 1910.120 HAZWOPER Physical
  • Member of American Society for Quality (ASQ)
  • ASQ Certified Quality Auditor (CQA), preferred, or in training for certification
  • Ability to obtain and maintain a U.S. Secret Clearance
  • Broad understanding of the Foreign Corrupt Practices Act (FCPA)
  • Ability to work outside normal work hours at short notice as dictated by workload
  • Ability to work away from primary work location in excess of normal workday
  • Ability to travel outside the US
  • U.S. Passport
  • Outstanding verbal and written communication skills; ability to interpret and explain company policy concerning MEC safety practices to executives, managers, employees, and clients
  • Intermediate user level of computer systems; Microsoft office software (word, excel, outlook), inventory databases, and documentation control systems
  • Valid Driver License
  • In accordance with Department of Defense Explosives Safety Board Technical Paper 18 (DDESB TP-18), a UXOQCS shall meet the following minimum qualifications:
  • Graduate of a military EOD assistant course; or an accredited UXO technician training course; or military EOD school of the US, Canada, Great Britain, Germany, or Australia.
  • On-the-job training including, but not limited to, familiarity with the process, procedures, and equipment (e.g., geophysical) used for conducting MEC-related activities.
  • Military EOD school graduates: 1 year minimum MEC-related experience, 1/2 year minimum MEC-Supervisory experience, 8 years total EOD and MEC experience.
  • Accredited UXO School graduates: 8 years minimum MEC-related experience. 2 years minimum MEC-Supervisory experience. 10 years minimum total MEC experience.
  • Possesses an understanding of applicable explosives safety criteria and experience in the various phases of a munitions response to MEC or the performance of range clearance activities, as appropriate for the operations to be performed.
  • Receive company- and project-specific QC training and work under the supervision of a certified quality professional.
  • UXOQCS must demonstrate an understanding of QC and QA practices associated with MEC-related activities and managing and processing MPPEH, including documentation of its explosives safety status.

Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
