ESSENTIAL FUNCTIONS: (Performance of these functions is the reason the job exists. Assigned job tasks/duties are not limited to the essential functions).
- Reviews, analyzes, and evaluates reports, requests for criminal complaints, and evidence gathered from law enforcement personnel to determine whether a request is justified or whether additional evidence is needed.
- Determines and authorizes charges filed; prepares complaints, affidavits, warrants, and summonses; prepares motions and other pleadings for court; prepares cases and witnesses for court; serves as the prosecutor in court proceedings; conducts hearings.
- Conducts legal research and analyses; interprets and applies statutes, regulations, court decisions, and other legal authorities to use in preparing legal briefs, motions, and cases.
- Prepares pleadings, briefs, appeals, and other legal documents in connection with trials, hearings, and other legal proceedings; prepares responses to opposing counsel's motions or briefs.
- Serves as legal advisor at commission, board, or special district meetings; drafts ordinances, rules, regulations, policies, and by-laws; prepares and negotiates contracts; provides legal advice, guidance, opinions, and interpretations to County departments and local government agencies.
- Prepares legal documents; conducts discovery; negotiates, settles, and tries civil cases.
- Explains, justifies, and defends District Attorney's Office programs, policies, and activities; negotiates and resolves sensitive and controversial issues. Responds to and resolves difficult and sensitive citizen inquiries and complaints.
- Provides advice and recommends disposition of civil paternity cases, criminal, and civil non-support cases; interviews clients, defendants, and witnesses; negotiates agreements and settlements; tries non-support and contempt cases; oversees the quality of work produced by staff involved with child support issues.
- Provides advice and guidance to law enforcement personnel and others on criminal procedures and proceedings.
QUALIFICATIONS FOR EMPLOYMENT:

Knowledge of:
- Current concepts, policies, and practices of criminal and civil law and public administration;
- State statutes relating to criminal and civil issues;
- Laws relating to the purchase of goods and services, contracting, labor and employment, land use, environmental issues, jurisdiction, traffic, etc.;
- Recent case law relating to issues of concern or impact on the municipality; and
- Legal research methods and materials.
Skill to:
- Organize, interpret, and apply legal principles and knowledge of complex legal problems;
- Provide administrative and professional leadership and direction for assigned division;
- Prepare and administer large and complex budgets;
- Prepare clear and concise administrative and financial reports; and
- Analyze problems, identify alternative solutions, project consequences of proposed actions, recommend best options, and implement approved solution in support of goals.
Ability to:
- Verbally present information and arguments in a persuasive and convincing manner;
- Represent the County in a professional, competent, and articulate manner;
- Write clear, concise, and effective reports and legal documents including briefs, motions, and contracts;
- Analyze complex legal and related documents, often of extensive length;
- Complete assignments within time constraints and deadlines;
- Establish and maintain effective working relationships with County officials, court personnel, other staff, opposing attorneys, and the public; and
- Use a computer and software to conduct effective legal research.
