Under general direction of the Director of Service Development, the Planning Manager is responsible for facilitating the planning and implementation of transit service, prepares service recommendations upon review of key performance data indicators, and manages projects related to public facing transit information. Supervises and assigns planning staff projects and tasks. Works closely with other departments and external stakeholders. Ensures compliance with Federal Transit Administration rules and regulations. Works to support and advance the Mission / Vision / Values of MCTS and Milwaukee County’s vision to advance racial equity.

Essential Functions
- Provides leadership to strategically carry out short-term and long-range route planning and analysis related to the next quarterly schedule change or annual budget.
- Collaborates with other departments on route, schedule and bus stop issues.
- Meets with Transit Planners and the Planning Intern to assign tasks and projects and provide updates on service changes.
- Carries out higher-level planning tasks or long-term projects.
- Manages projects from vendors to ensure software functionality, error correction and deliverables are met in a timely manner.
- Gives presentations on transit service projects / reports to local government officials and at public hearings as needed.
- Oversees development and submittal of Title VI Program Update Plan.
- Oversees the accuracy of ridership and real-time information databases and assigns tasks to planning staff as needed.
- Performs other duties as required.
- Bachelor’s Degree in Urban Planning, Geography, or a related field required.
- Master's Degree in a related field preferred.
- Three to Five (3 - 5) years’ experience in transit route planning and scheduling are required.
- Previous supervisory experience preferred.
- Knowledge of MCTS route system and Milwaukee-area street network.
- Knowledge of public transit and urban planning trends and best practices.
- Knowledge of budget creation and administration.
- Knowledge of MCTS operations and policies.
- Skilled in computer operations and spreadsheet, word processing, presentation and related software.
- Ability to communicate effectively, both verbally and in writing.
- Ability to develop and execute company strategies to attain outcomes for set goals.
- Ability to develop and maintain effective and appropriate working relationships.
- Ability to lead/supervise/manage others.
- Ability to manage conflict and balance competing interests from multiple stakeholders.
- Ability to communicate clearly / give presentations to others.
- Ability to work independently.
- Work is frequently conducted in an office or similar indoor environment relatively free from unpleasant environmental conditions or hazards or may sometimes be in a street, community, vehicle or MCTS bus location.
- Physical requirements are those described sedentary work exerting 10 pounds of force occasionally or a negligible amount of force frequently.
