Instrument Planner – Refinery Turnarounds & Shutdowns

Position Overview
Mills Electric is currently seeking experienced Instrument Planners to support refinery shutdown and turnaround activities in the Pacific Northwest. This position is responsible for developing detailed instrumentation work packages to support safe, efficient, and successful turnaround execution within refinery and industrial environments.
The ideal candidate will have a strong instrumentation and controls maintenance background, refinery experience, and the ability to coordinate across multiple disciplines in a fast-paced turnaround environment.
Key Responsibilities
- Develop detailed instrumentation work packages for refinery turnaround and shutdown activities
- Perform field walks to verify scope, materials, access, and job readiness
- Coordinate with operations, maintenance, contractors, engineering, and reliability personnel
- Support turnaround scheduling and execution teams
- Review and interpret P&IDs, loop drawings, instrument specifications, and related technical documentation
- Identify labor, materials, tooling, and safety requirements for planned work
- Ensure all planned work complies with refinery safety standards, permitting requirements, and site procedures
- Assist with schedule updates, scope changes, and execution support during active turnaround events
Qualifications & Requirements
- Minimum 5 years of refinery or industrial instrumentation experience required
- Previous refinery turnaround/shutdown planning experience strongly preferred
- Strong instrumentation and controls maintenance background required
- Instrumentation degree or technical certification from BTC, Perry Technical Institute, or similar technical program preferred
- Experience with SAP, Maximo, Microsoft Excel, Bluebeam, and Primavera P6 preferred
- Ability to read and interpret P&IDs, loop drawings, wiring diagrams, and instrument specifications
- Strong understanding of refinery safety procedures, permitting, LOTO, and safe work practices
- Strong communication, organization, and problem-solving skills
- Ability to work in refinery and industrial field environments, including walking units and climbing stairs/ladders as needed
