What are the responsibilities and job description for the Technology Services Manager position at Mille Lacs County?

To oversee the county’s technology services, including the operations and maintenance activities for the information systems, to ensure efficient and secure functioning of the county’s technology infrastructure. This position is responsible for the planning, purchasing and management of the county’s computer hardware components, software applications and licensing, network security, campus surveillance and door access controls, and communication systems to meet the technology objectives of the county.

This job description indicates the normal type and level of work expected of the incumbent. Incumbent may be asked to perform other duties as apparent or assigned.

1. Uses independent judgment to provide supervision and leadership to department personnel under the span of control. Makes recommendations on matters of hiring and discipline. Conducts ongoing feedback, coaching, mentoring, and timely formal reviews of performance for staff. Provides training and work direction, ensuring staff know and follow department and county rules, as well as sound work and safety practices, to accomplish the job objectives and avoid injury or loss.

2. Responsible for communications that maintain relationships key to the function of the County. Plans and carries out communications at a level that can impact the morale and performance of staff.

3. Manages, upgrades, and builds network systems using Windows Server Operating Systems and Windows Desktop Operating Systems. Oversees management of VMware Server Environment and Windows Active Directory. Administers network, server, email, and telephone (VOIP and Cellular) systems, and assumes responsibility for operation and maintenance of the county’s intranet and website. 

4. Leads the strategic development and oversight of the county's information technology infrastructure, setting the direction for critical IT initiatives. This role encompasses the comprehensive management of network systems, including file services, data backups, security protocols, user account control, internet connectivity, email systems, office solutions, VPN access, and VLAN configurations, ensuring state-of-the-art IT capabilities county-wide.

5. Manages relationships with technology vendors, including execution of procurement processes and monitoring of performance in accordance with associated contracts and services agreements. Researches, recommends, and/or determines appropriate hardware and software, and coordinates the purchases, in accordance with county policy and state statutes.

6. Conducts technology needs analysis in consultation with stakeholders to determine priorities and goals for the entire county. Conducts related research, develops, and recommends solutions, and develops project plans to ensure that the county’s technology systems are up to date and meet department needs and objectives. Determines new or updated systems software needs; locates, evaluates, and implements software applications.

7. Oversees the planning, implementation, and accessibility of 24/7 support of network and computing infrastructure; includes disaster management recovery backups, security protocols, user accounts, redundant internet connectivity, email systems, office systems including but not limited to Office 365, application support, VPN access, Multi Factor Authentication (MFA), and VLAN structure.

8. Serves as the Local Agency Security Officer (LASO) to the County Attorney and Sheriff’s Offices and is the liaison to the BCA CSA ISO. Identifies authorized users of CSA approved hardware, software, and firmware and prevents unauthorized access. Ensures the physical security of all MNJIS terminals and equipment in the authorized agency’s environment that accesses the CJDN or contains CJI. Coordinates with the TAC to adhere to personnel security screening procedures.. Identify and document equipment connections to state system and keep the state ISO informed of security incidents.

9. Serves as system administrator for critical systems including Microsoft Exchange, law enforcement records management systems (RMS), enterprise resource planning systems, document imaging systems, and security camera systems. 

10. Leads the strategy, design, and implementation of enterprise-level SharePoint solutions to enhance business operation. Oversee the maintenance, upgrade, and support of SharePoint environments, including integration with other enterprise tools and platforms.

11. Develops, recommends, and implements county technology policies; provides training as necessary.
• Bachelor’s degree in a related field and four years of related work experience, or an equivalent combination of education and experience. 
• Must successfully complete a criminal history background check.
• Class D Driver’s License.
• Supervisory and budgeting experience preferred.
Candidates will be selected based on a review of training and experience. An exam may be required. Top candidates will be selected to participate in oral interviews.
