To identify health education needs of the population of Mille Lacs County, and to implement effective community-based health promotion strategies to address those needs with a focus on policy, systems, and environmental change; quality improvement; and results measurement. Coordinates CPR/Recertification requirement for the Community Health Unit.

This position operates under the AFSCME-CVS bargaining unit. Complete 2026 pay scale is $31.90/hr-$41.73/hr.

Verification of a Bachelor's Degree in a health-related field will be required for this caseload, as required by the applicable program. At a minimum, coursework must include:
  • 10 semester (or 15 quarter) credits in Food and Nutrition, including coursework in general human nutrition, and in nutrition for infants, children, and women during prenatal, postpartum, and breastfeeding stages; and

  • 3 semester (or 4 quarter) credits in the principles of counseling and/or adult education; and

  • 3 semester (or 4 quarter) credits in Chemistry or Biological Sciences.

Primary caseload will be Women, Infants, & Children (WIC).

Essential Functions

This job description indicates the normal type and level of work expected of the incumbent. Incumbent may be asked to perform other duties as apparent or assigned.
  • Collect and analyze data to assist in monitoring community health indicators as it relates to health promotion and disease prevention programs and tasks. Use data to determine policies, systems, and environmental strategies to promote health, prevent disease, and protect the well-being of the population.
  • Plan, implement, and monitor health promotion and disease prevention programs. Educate and inform the general public, as well as targeted audiences, on a broad range of public health topics by using a variety of educational methods, including public speaking, education materials, and audio-visual tools. Maintain education resources for agency and community use.
  • Engage the community in health promotion efforts. Develop strategic partnerships; coordinate and attend meetings with community members and organizations to collaborate on strategies to improve the health outcomes of citizens. Foster effective community-agency relations. Organize community projects. Serve as a consultant and resource for internal and external groups regarding health issues.
  • Maintain communications which foster relationships key to the function of the county. Represent the agency at meetings and conferences with other agencies and/or individuals; meet with community or professional groups to explain the programs administered by the agency. Writes and reviews newsletter articles.
  • Develop and plan for ongoing program analysis and needs assessments to ensure requirements are met. Gather information to assist the Community Health Supervisor in preparing grants for public health programs, evaluating those program outcomes, and assessing community partnerships. Provide reports, statistics, and other information, including planning and community needs, to supervisor. Seek grant and other funding sources for projects and unit purposes. Work with supervisor to account for grant fund uses. Prepare and coordinate special project grant awards.
  • Responds to and assesses public health-related nuisance investigations and issues.
  • Perform other job-related duties as directed.

Minimum Qualifications

  • Bachelor’s degree in a health-related field, communications, public administration, or a related area, and two years of relevant experience; OR an equivalent combination of education and experience.
    • Verification of Bachelor’s degree field of study and/or related coursework may be required for certain caseloads as required by the applicable program.
  • Class D Driver’s License.
  • Must successfully complete a criminal history background check.

Selection Process

Candidates will be selected based on a review of training and experience. Top candidates will be selected to participate in oral interviews.
