Role Description
The Environmental Compliance and Regulatory Affairs (ECRA) Manager plays a critical role in driving strategic initiatives that support environmental stewardship, operational integrity, and growth. The ECRA Manager serves as a subject matter expert on environmental compliance for all Company operations and stakeholders, including clients, regulators, and communities. This role is responsible for developing and implementing regulatory strategies that align with business objectives, ensuring full compliance across Milestone’s operational network, and maintaining positive relationships with internal teams, client stakeholders, and applicable local, state, and federal agencies.
- Maintain comprehensive and up-to-date knowledge of environmental regulations applicable to oil and gas operations and industrial waste overlap across all operating states.
- Ensure company-wide environmental compliance through accurate reporting, audits, tracking, and forecasting in accordance with all relevant regulatory bodies.
- Lead the permitting process for new and existing facilities, working with appropriate agencies to secure timely approvals.
- Monitor and advise on current and emerging regulatory trends, enforcement actions, and pending rulemaking at the state and federal levels.
- Build and maintain strong, proactive relationships with regulatory officials to stay informed and influence outcomes when possible.
- Provide consultative support to internal teams and clients regarding environmental compliance challenges and solutions.
- Manage third-party vendors engaged in compliance-related services (e.g., engineering, construction, environmental consultants), ensuring projects are delivered on time, within scope, and budget.
- Collaborate with Sales to support customer engagement with accurate, up-to-date compliance information.
- Partner with senior leadership to embed compliance best practices into operational policies, procedures, and systems.
- Evaluate environmental and regulatory considerations for potential acquisitions and new business opportunities.
- Represent the Company in industry associations, at conferences, and in regulatory discussions, including contributing to white papers and research initiatives.
- Develop internal environmental policies to guide employees and business operations in alignment with compliance standards.
- Engage in legislative matters when appropriate to advocate for effective, industry-aligned regulatory frameworks.
- Perform other duties as assigned.
Qualifications
- 10 years of progressive experience in environmental compliance, regulatory affairs, or public policy within the oil & gas industry.
- Strong familiarity with regulatory agencies such as TRRC, TCEQ, EPA, NMOCD LDNR, ETC and federal bodies.
- Proven experience in managing third-party vendors and cross-functional teams.
- Established relationships with key regulatory personnel highly desirable.
- Prior managerial or project leadership experience required. PMP Certification a plus.
