Job Summary

The Regulatory Affairs Department at MRO is responsible for engaging and educating regulators and policymakers across the MRO footprint on the risks to the bulk power system.

The Regulatory Affairs Policy Analyst reports to the Director of Regulatory Affairs and is responsible for assisting with engagement of state and provincial regulators and policymakers, including developing, managing, and executing communications. This position will provide project management and policy analysis support, act as a point of contact for stakeholders and create communication materials and collaborate internally and externally to advance the organization’s mission and strategic interests.

Competencies

Essential Duties and Responsibilities

  • Collaborates with the Director of Regulatory Affairs to develop, manage, and execute communications to utility commissions, legislative bodies, and administrative agencies in the MRO footprint, as well as regional bodies
  • Serves as a back-up to the Director of Regulatory Affairs, performing outreach activities as needed
  • Regularly attends and participates on the ERO State and Provincial Outreach Group (SPOG)
  • Provides research and analysis related to regulatory and legislative issues, including but not limited to federal, state, and provincial energy policies
  • Monitors state and provincial policy initiatives and regulatory proceedings to effectively tailor outreach and messaging to external stakeholders
  • Monitors activities of Regional Transmission Organizations (RTO’s) and their Regional State Committees and Advisory Boards
  • Develops and maintains a system to track and measure effectiveness of regulatory outreach activities
  • Collaborates with and provides support to MRO leadership and staff by designing presentations, developing testimony, drafting talking points, and providing briefing materials for various internal and external outreach engagements
  • Builds and maintains an active database of regulatory and governmental officials and staff with a focus on the establishment and maintenance of relationships with key staff throughout the region
  • Assists in the development of a quarterly newsletter, including, but not limited to building a subscriber list, drafting content, and designing communications
  • Assists in the execution of MRO regulatory outreach events
  • Other duties as assigned

Qualifications, Education and Experience

  • Bachelor’s degree in public policy, Public Affairs, Political Science, Economics, or other relevant discipline is required.
  • Demonstrated competence and experience in public policy preferred including:
    • Working knowledge of state and federal laws affecting the utility industry;
    • Monitoring state, federal, and/or provincial governmental activities; and
    • Analyzing and summarizing legislative, regulatory, and/or RTO activity.
  • Minimum of five years’ experience in energy industry preferred.
  • The ideal candidate will possess:
    • Advanced knowledge of Microsoft Office applications (power point, word, excel, outlook);
    • Strong organizational and project management skills, including initiative and ability to prioritize and manage multiple time sensitive tasks with a high level of accuracy;
    • Strong writing, editing, and proofreading skills; including the ability to write/edit for a variety of audiences and writing styles;
    • Effective interpersonal skills and the ability to communicate well both orally and in writing; and demonstrated time management skills to effectively manage meetings and events in potentially stressful environments
  • Experience with graphic design is desired.

Supervisor Responsibility

Individual contributor role, no supervisory responsibilities

Physical Working Conditions and Travel Requirements

  • Standard office environment, requires mobility and sedentary work
  • Must be available outside of business hours to respond to employee and/or corporate matters
  • Travel Requirement: Approximately 20-25%. Attendance at identified engagements, as assigned. This position requires the ability to obtain documentation to allow for travel to and from Canada.

Pay Range

$80,700 – $107,600* annual

Based on MRO’s Pay Philosophy wage range – New/Developing Employee – Proficient Employee (75% – midpoint).
