EDUCATION:   

  • Bachelor’s degree from an accredited college or university

EXPERIENCE:   

  • Five years of supervisory and or administrative experienc
  • Experience in program development, assessing the effectiveness of acceleration programs and services required.

PRIMARY PURPOSE
Provide leadership and oversight for the district’s federal and special programs by coordinating the development, implementation,
monitoring, and evaluation of grant-funded initiatives. Collaborate with district departments, campus staff, and external partners to
ensure alignment of programs, budgets, and services with district goals and regulatory requirements. Develop and manage grant
proposals and funding applications, while ensuring compliance with all applicable federal and state laws, TEA requirements, and
accountability standards. Support administrators in the effective use of grant funds through technical assistance, program monitoring,
and continuous improvement efforts.

ESSENTIAL FUNCTIONS

1. Oversees grant-funded budgets, personnel, stipends, and expenditures, ensuring proper coding, fiscal accountability,
compliance, and effective use of federal and special program funds.
2. Secures, develops, submits, and manages federal and special program grants, including applications, supporting
documentation, reports, and budget development, ensuring compliance with all requirements and deadlines.
3. Evaluates federal legislation, funding opportunities, and program requirements; advises district leadership on implications
of current and emerging regulations and policy changes.
4. Develops, monitors, and manages budgets for state and federal grants, including tracking expenditures, coordinating TEA
drawdowns, and utilizing TEAL and Smartsheet systems to ensure accurate financial reporting, compliance, and fund
management.
5. Ensures compliance with state and federal laws, TEA requirements, grant guidelines, and board policies by maintaining
current regulatory knowledge, supporting policy updates, and overseeing audit-ready documentation.
6. Provides assistance, training, and consultation to district and campus staff on grant requirements, budgeting, purchasing,
eligibility, CNA development, and compliance procedures.
7. Coordinates District and Campus Improvement Plans and supports campus leaders in meeting state planning,
documentation, and compliance requirements.
8. Oversees the administration of federal and special programs, including compensatory education and SHARS, ensuring
alignment with district goals and regulatory requirements.
9. Monitors and evaluates grant-funded programs, ensuring accurate data collection, reporting, documentation, and program
effectiveness.
10. Provides districtwide coordination and consultation with administrators, teachers, counselors, and community partners to
ensure alignment across federal programs, including SPED, CTE, and Bilingual/ESL.
11. Establishes and oversees consultation processes with private nonprofit schools, including the management of expenditures
and maintenance of required data, in accordance with federal compliance requirements.

12. Supports campus and district leadership in developing and managing budgets, tracking expenditures, coordinating costs, and
monitoring program outcomes.
13. Coordinates grant-related financial processes, including stipend tracking, purchasing oversight, and ensuring accurate and
timely payments and allocations.
14. Maintains SHARS, MAC, and other federal program records, reports, and databases, ensuring compliance with TEA,
federal, and local requirements and supporting audit and monitoring processes.
15. Communicates federal funding strategies, program requirements, and implementation updates to internal and external
stakeholders and collaborates with leadership to support effective program execution.
16. Collaborates with district leadership and 1882 partnership entities to ensure compliance with state and federal grant
requirements, including PIC code compliance and related reporting and accountability standards.
17. Performs other duties as assigned.

 

 

 

Preferred Skills

  1. Experience with implementation of grants included in ESSA
  2. Mid-management Administrator Certification or Principal Certification
  3. Campus or district administrative experience

The noise level in the work environment is usually moderate.  Must be able to maintain emotional control under stress.  Occasionally required to travel to facilities within the district.  May be required to work after school and weekends.
