Overview

The WFNJ Case Manager is responsible for providing employment-focused case management and support services to WorkFirst New Jersey (WFNJ) participants, including individuals receiving Temporary Assistance for Needy Families (TANF), General Assistance (GA), and Supplemental Nutrition Assistance Program (SNAP) benefits. This position is housed within the Office of Workforce and Career Development’s Division of WorkFirst NJ (WFNJ), which provides workforce training and career services to help clients achieve self-sufficiency. Participants may be referred by the Middlesex County Board of Social Services (MCBOSS), walk in directly, or be engaged through recruitment efforts. The Case Manager works collaboratively across OWCD Divisions and Partners to connect clients to occupational training, employment opportunities, and wraparound services that support self-sufficiency and long-term career growth.

 

RESPONSIBILITIES:

 

1. Participant Engagement & Assessment• Conduct intake interviews, needs assessments, and employability screenings for WFNJ-eligible individuals.• Develop Individual Employability Plans (IEPs) in partnership with each client, aligning personal goals with WFNJ and NJDOL program requirements.• Maintain a welcoming and responsive service environment for walk-ins and referrals alike.

 

2. Case Management & Supportive Services• Manage an assigned caseload of WFNJ participants, providing individualized support, coaching, and referrals.• Identify and address barriers to employment, coordinating access to wraparound supports, including childcare, transportation, housing, behavioral health, and legal aid, as needed.• Maintain accurate and timely case documentation and service tracking in AOSOS and other case management systems.

 

3. Training & Employment Pathways• Guide participants through the process of selecting and enrolling in eligible NJDOL-funded training providers, job readiness workshops, and high-demand career pathway programs.• Develop and submit Individual Training Agreements (ITAs) in accordance with NJDOL policy and local procedures.• Track participant progress through training and employment milestones and provide post-placement follow-up support.• Collaborate with the Business Services team to facilitate job placement, employer engagement, and retention strategies.

 

4. Cross-Division Collaboration • Work closely with colleagues across OWCD Divisions and Partners to proactively connect clients with support services.• Participate in joint planning efforts, outreach events, and strategic initiatives that increase access and improve outcomes.• Serve as a connector between OWCD services, MCBOSS, external partners, training providers, and community-based organizations.

 

5. Program Compliance & Performance Monitoring• Ensure all activities comply with WFNJ and NJDOL regulations, including required documentation, participation tracking, and data entry in AOSOS.• Prepare reports, contribute to performance tracking, and support audits, quality assurance reviews, and continuous improvement efforts.• Attend trainings and team meetings to stay current with evolving program guidelines and system requirements.

 

QUALIFICATIONS:

 

Education and Experience• Associate’s degree in Social Work, Human Services, Psychology, or a related field required.• Bachelor’s degree preferred.• Minimum of 2 years in case management or human services, ideally within workforce development or public assistance programs.• Experience supporting TANF, SNAP, or GA populations preferred.Skills & Abilities:• Knowledge of WFNJ policies and NJDOL-funded training systems.• Strong interpersonal, communication, and organizational skills.• Demonstrated ability to manage multiple priorities and maintain accurate records.Preferred Qualifications:• Bilingual in Spanish, Haitian Creole, or Portuguese.• Familiarity with Middlesex County workforce systems and partner organizations.
