SUMMARY
MidAmerica St. Louis Airport (BLV) is recruiting for the position of AIRPORT OPERATIONS SPECIALIST. This position involves performing a wide variety of specialized and detailed tasks in support of Airport Operations, Aviation Security, Public Safety, and Emergency Preparedness.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The list of duties and responsibilities is not all inclusive and may be expanded to include other duties and responsibilities as management may deem necessary from time to time.
1. 24/7/365 Point of Contact for airport flight operations, including passenger and cargo aircraft.
- Performs duties from airport, home, and in the local area to maintain county employee presence
- Currently flying 7 days a week, which drives weekend and late-night duty with varying work hours (at times over 40 hours a week)
2. Primary focal point to FAA on Airport Certification Manual (ACM), airfield compliance, airfield inspections, and NOTAM dissemination.
3. Primary focal point for airfield operations for Snow and Ice Removal Plan (24).
4. Primary focal point for Airport Emergency Plan and airport response to emergencies that includes multi-organizational and multi-governmental response. Responsible for annual and tri- annual exercises.
5. Primary focal point for airport wildlife control measures, to include firearm inventory and annual training required by FAA (train the trainer). Maintains Airport Wildlife Mitigation (WMP) and federal and state depredation permits.
OTHER DUTIES:
1. Performs other directly related duties consistent with the role and function of the position.
2. 24-hour Point of Contact for all security matters, which includes:
- Media ID program, to include training and inventory.
- TSA Airport security compliance through the Airport Security Program (ASP).
- Ensures compliance with federal law (49 CFR 1542), security directives, and security program amendments.
- Ensures operations and testing of access control system, video surveillance system, and key operation.
- Responsible for annual and tri-annual exercises, along with semi-annual security training.
- Augments Public Safety Officers when needed.
3. Primary Point of Contact to Air Force for joint airfield operations execution.
- Air Operation Board (AOB) member.
- Bird Aircraft Strike Hazard (BASH) Committee member.
- Routine correspondence between Air Traffic Control Tower, Base Operations, Airfield
Management, Operations Support Squadron, and Operations Group.
- Routine correspondence to Air Force Crash Fire Rescue through Chief of Public Safety.
4. Primary for Storm Water Pollution Prevention Plan (SWPPP) and soon Spill Prevention Control and Countermeasures (SPCC)
5. Oversees airport ARFF program.
6. Oversees airfield, safety, including contractor and FBO operations.
7. Composes and sends routine correspondence.
8. Provides information to customer inquiries, complaints and concerns or refers to appropriate person or agency.
QUALIFICATIONS:

Education, Experience and/or Training
- High School diploma or equivalent, with a minimum of one year of Airport Operations experience; or equivalent knowledge, skills, and abilities.
- Preference will be given for a four-year college degree in an Aviation related field.
AAAE ACE-Operations, certification required within one year of employment.
Required Knowledge, Skills and Abilities
- Ability to work under conditions which require exposure to environmental factors such as temperature variations and extremes, loud sounds, odors, toxic agents, machinery, traffic hazards, wetness and/or dust.
- Ability to use functional reasoning and apply rational judgment in performing diversified work activities.
- Maintains confidentiality of personal information obtained during badging process, and medical information obtained in the performance of the duties.
- Various computer program usage.
Required Special Qualifications
- Ability to pass a pre-employment drug screen.
- Ability to pass a background investigation to obtain unescorted Airport Identification/Access privileges.
- Must possess a valid unrestricted driver’s license.
