GENERAL DESCRIPTION
This is a full-time position located at the ARCHES Project. The Veteran Services Program Manager will be responsible for supervising veteran specific programming, participating in veteran community events, and grant development. This position will directly supervise program staff, oversee program operations; and develop policies and procedures; ensure compliance with grant requirements; track data and compile reports; network and maintain positive partnerships with partner agencies; and participate as a member of the department's Management Team.
MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE
High School Diploma or General Education Degree (GED); Bachelor's Degree in a Social Service or related field; and three years of management experience in a social service or related field; or an equivalent combination of education and experience. Must have experience working with persons experiencing homelessness and veterans. Candidates with advanced degrees, three years of homeless service delivery experience, and mental health certifications are preferred. Preference given to veterans and veteran family members.
CERTIFICATES, LICENSES & REGISTRATIONS
- Driver qualifications are required for this position. Must have valid Oregon driver's license, insured vehicle available for use on the job, and satisfactory drive record for the previous five years.
- Candidate must pass a comprehensive MWVCAA background screening prior to employment.
KNOWLEDGE, SKILLS and ABILITES
- Possess intermediate to advanced computer skills. Proficient in Microsoft Word, Excel and Outlook, database software, online tools, and video conference platforms.
- Ability to read, analyze and articulate technical procedures and governmental regulations.
- Must possess excellent planning, organization and time management skills.
- Ability to effectively communicate both orally and in written form.
- Demonstrates tact, diplomacy and empathy when communicating formally and informally with clients, staff and program partners.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.
- Applies knowledge of rapid and equitable housing placements for the area's unsheltered population using Coordinated Entry principles.
- Completes spend down of all grant allocations, while providing the highest level of client service possible.
- Maintains full compliance with all federal, state, and grant funding requirements, setting high standards for data quality and compliance performance, remaining in compliance with the regulations of all funding streams.
- Develops programmatic marketing materials that explain and promote program services.
- Complies with agency quarterly and annual reports, as well as application of the Homeless Management Information System (HMIS).
- Assists in the application for new and current grant opportunities.
- Prepares high quality written reports as required by the program, agency and external funding sources.
- Trains, supervises and develops program employees and promotes opportunities for growth.
- Actively and effectively participates in internal and external meetings, the local Continuum of Care, trainings, and other compliance events.
- Models full compliance with MWVCAA Safety Policy.
- Displays commitment to community-based projects and needs that are not covered by our current grant structures (i.e., finding ways to solve homelessness beyond grant administration).
- Displays commitment and cooperation with co-located agency partners.
- Attends and participates in annual trainings.
- May be assigned other responsibilities that further program goals and objectives.
SUPERVISORY RESPONSIBILITIES
Directly supervises approximately 20-25 employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities for this position include interviewing, hiring, and training employees, as well as planning, assigning, and directing their work and appraising their performance. The Veteran Services Program Manager is also responsible for rewarding and disciplining employees when applicable and addressing their complaints.

WORK ENVIRONMENT
- Requires the ability to analyze, focus and manage pressures of deadlines, public speaking, media attention, and changing circumstances; may require working at a rapid pace to carry out tasks.
- Potential risk of exposure to COVID-19 and other infectious conditions. PPE, face coverings may be required.
- Occasional urgent situations requiring law enforcement involvement and/or paramedic professionals.
- Close quarters, often with a client population experiencing homelessness, substance use disorders, and/or severe and persistent mental illness, and/or unpredictable behavior.
- Occasional exposure to bodily fluids and malodorous air.
