What are the responsibilities and job description for the Operations Manager - ARCHES Sheltering position at Mid-Willamette Valley Community Action Agency?
The ARCHES Project is looking for an Operations Manager to join their team! The ARCHES Project Operations Manager will serve as the Shelter Program's liaison with the agency's Finance department and is responsible for facility management and vendor contracts for facilities operations, ensuring cleanliness and safety of all program locations, and monitor maintenance and repairs. The Operations Manager will also act as Shelter Manager in their absence. This is a grant funded, full-time position that is renewable annually based on continuation of project funding.
MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE
Associate's degree, 2 years of experience in operations, 3 years of experience in a supervisory role; or an equivalent combination of education and experience.
Must have experience in a sheltering environment.
Project management experience preferred.
Experience managing grant funding and/or budgets is preferred.
KNOWLEDGE, SKILLS and ABILITES
Must possess intermediate computer knowledge, be proficient in Microsoft Outlook, Word, and Excel, and have knowledge regarding email use/etiquette.
Effective interpersonal communication skills, in both written and oral form.
Demonstrates tact, diplomacy and empathy when communicating formally and informally with clients, staff and program partners.
Must possess knowledge and skills related to accounts payable.
CERTIFICATES, LICENSES & REGISTRATIONS
Driver qualifications required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the past five years are required.
Candidate must pass a comprehensive MWVCAA background screening prior to employment.
ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.
Manages the program's accounts payables and acts as liaison to the agency's Finance department.
Ensures that all documents pertaining to agency credit cards are completed and turned into Finance in a timely manner.
Ensures that sheltering bills are paid in a timely manner to the correct account.
Tracks EHA (Emergency Housing Assistance) and SHAP (State Homeless Assistance Program) spending.
Complies with all agency and Finance standards for procurement, and performs quality assurance of procurement standards for large program purchases.
SUPERVISORY RESPONSIBILITIES This position will be supervising Site Assistant Coordinator. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Supervise and provide feedback to the ARCHES Management staff through staff meetings and review of records.

Regularly lift and/or move up to 20 pounds and occasionally lift and/or move up to 50 pounds.

WORK ENVIRONMENT
Mostly indoor work environment with frequent interruptions and demands.
Working evenings and weekends when necessary.
Close quarters, at times, with a client population experiencing homelessness, substance use disorders, and/or severe
and persistent mental illness and/or unpredictable behavior.Occasional exposure to bodily fluids and malodorous air.
