Reports to the Director of Housing Maintenance
Coordinate with housing maintenance and management staff to ensure compliance with NYC Housing Maintenance Code and New York City Building Code. Prepare apartments for occupancy, Section 8 Housing Quality Standards (HQS) inspections, HPD and DOB building inspections, annual assessments, and other regulatory reviews. Supervise work order completion, ensuring all repairs and maintenance meet local housing code requirements. Oversee recycling and sanitation in accordance with NYC regulations; provide, manage, and monitor supplies and inventory for maintenance staff; and accurately enter data into computerized systems. Allocate work time for site visits and city-required tasks.
- Demonstrate experience or strong knowledge of building systems maintenance, with emphasis on New York City multifamily housing requirements and code compliance.
- Schedule work and supervise both contract and in-house staff, ensuring all maintenance activities adhere to NYC Housing Maintenance Code and building code standards.
- Complete Section 8 and HQS inspections, ensuring all repairs and corrections meet NYC code requirements.
Job Description Tasks
- Maintain thorough knowledge of NYC Housing Maintenance Code, HPD violation classes (A, B, C), DOB requirements, and procedures for timely correction and documentation.
- Conduct building inspections in accordance with NYC code, HPD, and DOB requirements. Prepare and submit all necessary documentation to regulatory agencies.
- Perform pre-move-in, post-move-out, and annual apartment inspections, ensuring that all units comply with NYC housing, health, and safety codes prior to occupancy or turnover.
- Serve as the on-call emergency contact during non-working hours, responding promptly to urgent housing code violations, tenant safety concerns, building emergencies, and after-hours maintenance requests.
- Assist in providing supervision of staff by assigning tasks and ensuring they meet their responsibilities.
- Supervises the preparation of apartments for rental.
- Distribute and monitor work orders daily to superintendents, ensuring completion in accordance with city code and quality standards.
- Inspect apartments to verify that all work orders have been completed in compliance with NYC code and standards.
- Attend weekly housing meetings to review building conditions, discuss code compliance, and address violations or maintenance issues identified during inspections.
- Pick up supplies from vendors in emergencies.
- Perform other responsibilities as assigned based on departmental needs.
Review and discuss field-encountered issues with the assigned maintenance supervisor. Provide limited supervision to supers and porters. Review building conditions, work orders, production, and task completion with them. Help them organize their work.
Prepare a comprehensive weekly housing report summarizing building conditions, code compliance status, outstanding violations, completed work orders, and ongoing projects. Submit the report to management and maintain records for regulatory review.
