Qualifications

• Master’s Degree in related field
• Valid MI teaching certificate and valid MI School Administrator Certificate (or the ability to enroll in an approved program within 6 months)
• A minimum of five (5) years teaching experience
• A minimum of three (3) years of proven leadership experience at an ISD or local school district
• Demonstrated experience implementing MTSS systems for academic and behavioral support.
• Experience delivering professional development and/or coaching for educators.
  
  

Job Functions

• Cultivate, facilitate, and support a positive culture and climate within the Instructional Services Department, with Cabinet colleagues, Supervisors, and across the CEISD organization.
• Provide expert leadership in K–12 instructional strategy, evidence-based practice, and educational systems design.
• Maintain deep, current knowledge of MTSS frameworks (academic and behavioral, Tiers 1–3) and support ISD-wide efforts to build, expand, and sustain MTSS implementation.
• Understand and align instructional supports across general education, special education, career and technical education, and early childhood contexts.
• Connect instructional priorities to student outcome data and drive improvement at the classroom, building, district, and ISD levels.
• Develop relationships with Michigan Department of Education (MDE) staff and advocate with our current legislators for high-quality education programs and services for students.
• Represent CEISD at regional and state level association meetings, including participation/leadership in relevant association committees.
• Provide leadership, facilitation, and assistance to LEAs and CEISD programs for annual reports in coordination with local and state assessments.
• Implement and sustain a robust coaching model that reaches educators and leaders across all districts, content areas, grade levels (PK–12), and tiers of support.
• Work alongside ISD coaches and building leaders to demonstrate and model instructional practices as well as support coaches in building adult learning capacity at every level: classroom teachers, instructional coaches, building principals, and district administrators.
• Co-create a meaningful learning community with building administrators to help them understand their unique role in supporting implementation of instructional practices
• Plan and facilitate professional learning that is responsive, productive, and meaningfully connected to district-identified needs.
• Support Char-Em ISD’s current Early Literacy Coaching partnerships with local districts.
• Collaborate around a shared vision for MTSS implementation across the ISD while honoring the unique funding, demographics, size, and capacity of each LEA.
• Support local continuous improvement teams as an active ISD representative.
• Regularly solicit feedback from local districts to evaluate the effectiveness of ISD supports and adjust accordingly.
• Communicate clearly and effectively with all stakeholder groups, including ISD staff, district administrators, building leaders, teachers, families, and community members.
• Build knowledge and capacity in data use and data based decision making across all levels (i.e. screening, mastery and fidelity measures).
• Use data — alongside anecdotal and qualitative information — to align ISD supports with district leadership priorities and classroom needs.
• Support the development of systematic, team-based data review processes that are sustainable over time.
• Advocate for district needs within the ISD and advocate for ISD initiatives within districts — serve both sides with integrity.
• Develop building and district leaders — including new principals, emerging teacher leaders, and young administrators — through coaching and structured support.
• Maintain and support a comprehensive program for new teacher/staff induction, orientation, and mentoring for teachers across the ISD.
• Collaborate with local districts to create conditions for implementation: prepare leaders for change, build connected support structures, and use data as a lever for continuous improvement.
• Coordinate regularly with district and building leadership to align coaching and professional learning at all levels.
• Manage the department budget(s) and collaborate with the Chief Financial Officer to prepare a budget.
• Supervise department operations, services, and support in compliance with all Board policies, State and Federal regulations, and reporting requirements (such as FERPA).
• Perform appropriate human resource functions necessary for hiring, coaching, supervising, and evaluating staff in accordance with established policies and procedures.
