Position Details
Job Summary
Provide strategic leadership for all human capital functions of the district, including talent acquisition, employee relations, labor relations, investigations, leadership support, organizational culture, compliance oversight, and workforce development. Serve as the district’s lead advisor on personnel matters and help build a high-performing, people-centered organization aligned to district goals.
Major Duties And Responsibilities
The position is assigned to work 12 months, 261 days per year. Some evenings are required for Board Meetings, Ad-Hoc Committee Meetings, and/or special events.This position has a generous time off package including 13 paid holidays, 25 vacation days loaded up front, 10 sick days (with 100% income protection through 90 sick days or LTD), plus 2 Personal Business Days and 2 Non-Duty Days.
Salary Range
$149,077 – $178,740 annually, prorated based on actual days worked
Additional Compensation
Additional compensation includes a $5,000 travel/car allowance, $5,000 merit pay, $2,000 annual deposit into a tax-deferred account, and $750 personal technology stipend.

Major Duties And Responsibilities
- Develop and implement a comprehensive human capital strategy aligned to district priorities.
- Advise the Superintendent and cabinet on workforce trends, staffing needs, employee culture, and personnel-related organizational planning.
- Lead districtwide talent recruitment, retention, succession planning, and employee development initiatives aligned to district priorities.
- Build and maintain a service-oriented Human Resources culture focused on responsiveness, professionalism, accountability, consistency, and trust.
- Serve as the district lead for employee relations, labor relations, and personnel matters.
- Oversee collective bargaining preparation, negotiations, contract administration, and labor-management relationships.
- Support principals, supervisors, and district leaders in managing personnel concerns, progressive discipline, coaching, conflict resolution, and workplace culture.
- Lead or oversee sensitive employee investigations, workplace concerns, complaints, and Title IX personnel-related investigations and compliance processes.
- Ensure investigations are timely, thorough, objective, properly documented, and aligned with district procedures and legal expectations.
- Coordinate with legal counsel regarding employment matters, investigations, labor issues, compliance concerns, and organizational risk mitigation.
- Maintain district compliance with employment law, board policy, labor agreements, and applicable state and federal regulations.
- Develop proactive systems and practices that strengthen documentation, procedural consistency, organizational responsiveness, and early intervention across personnel matters.
- Collaborate with operational and instructional leadership to ensure alignment between personnel systems, organizational processes, and district priorities.
- Present personnel updates, staffing data, organizational trends, and strategic recommendations to the Superintendent and Board of Education as needed.
- Perform other duties and responsibilities as assigned by the Superintendent.
- Juris Doctor (JD)/Master’s degree in HR or related business field, AND Society for Human Resource Management (SHRM) Membership;
- 5 years of experience in HR leadership roles;
- Experience leading HR in a school district or large public-sector organization.
- Strong background in employee relations, investigations, labor relations, and organizational leadership.
- Demonstrated ability to build trust, lead through conflict, and manage complex personnel issues.
