The Women Veterans Program Manager (WVPM) provides administrative leadership and assumes continuing and substantial responsibility for the coordination and evaluation of the overall women veterans program at the Michael E. DeBakey VAMC and its outlying clinics. The position of WVPM is visible across multiple service and/or discipline lines and has significant impact regarding the organizational mission, vision, values and strategic priorities as relates to care the care of women veterans.

Qualifications:

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Physician Assistant Basic Requirements
  • Master's degree in any discipline or a bachelor's degree in any discipline with one year of experience as a Physician Assistant ~AND~
  • Successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam) ~AND~
  • Currently hold, or will hold, a full and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or in the District of Columbia.
Preferred Experience: Experience working with female veteran population and supervision.

Physician Assistant Level IV Grade Determination: you must have: Five (5) years of experience which included leadership assignments that involved formulating program objectives and priorities, implementing plans and practices, and interpreting regulatory and organizational guidance to develop and implement policies and/or procedures.

PA at this level are not required to meet each individual KSA listed below to qualify, but should be able to demonstrate, develop, or acquire those not not met upon appointment for PA IV:
  1. Ability to assess information and make recommendations that may significantly affect the content, interpretation ,or development of programs concerning critical matters or key issues within the healthcare system.
  2. Ability to schedule and supervise staff, students, or ancillary personnel, to include conducting performance evaluations.
  3. Skill in planning, organizing, directing, and controlling an integrated program.
  4. Skill in design, management of budget, and cost benefit analysis to ensure optimal stewardship of resources.
  5. Ability to analyze complex medical care, organizational processes and/or systems, and develop and implement solutions that improve outcomes at the program or service level.
  6. Ability to develop and recommend new or revised policies or procedures to justify program goals and motivate assigned personnel.

Physical Requirements: This work is mostly sedentary and requires some standing, bending and carrying light items. The incumbent must have the ability to stand and walk for prolonged periods of time to interact with the patients and other services.

Responsibilities:

Major duties for the Physician Assistant - Women Veterans Program Manager (WVPM) include, but are not limited to:
  • Demonstrates proficiency in providing care for patients with complex care needs consistent with advanced training and certification. Guides and directs others who provide care.
  • Assesses patient's biopsychosocial needs: Provides initial and ongoing assessment of patients to identify needs issues, care goals and appropriate resources necessary for care management.
  • Formulates a plan of care based on health care team assessments. Provides leadership and identifies resources and critical factors for achieving desired outcomes for discharge, post hospitalization recovery and health maintenance/improvement.
  • Functions as a systems coordinator for the plan of care; monitors progress through the expected hospital course and intervenes as appropriate to facilitate achieving patient outcomes within anticipated timeframes.
  • Coordinates care and discharge planning with the patient's primary care provider and team.
  • Provides appropriate care to meet patient's needs. Collaborates with patient and care providers in any and all settings where care is being provided to evaluate and update changes in the therapeutic plan of care and patient management.
  • Recognizes complex situations that impact patient care and intervenes, using sound judgment, professional attitude and appropriate channels. Recognizes medical/psychiatric emergencies and initiates and guides others in the implementation of appropriate and timely actions.
  • Evaluates patient status and response to care. Recognizes impact of age-specific care needs and incorporates this into the assessment process. Also, incorporates these age- specific needs into care as reflected by modification of treatment plans.
  • Demonstrates the ability to provide complex care.
  • Appropriately orders diagnostic workups that demonstrate advanced clinical knowledge. Documents own interventions and oversee appropriate health team documentation of patient care.
  • Provides leadership in identifying ethical issues in practice and takes appropriate action.
  • Conducts self in a professional manner in many clinical and administrative settings.
  • Provides leadership to the interdisciplinary team in identification and addressing of ethical issues surrounding care management and professional practice.
  • Participates in ethics consultations in clinical settings across the continuum
  • Delegates care in a safe, efficient, and cost-effective manner. Assists in identifying and securing appropriate services.
  • Advocates fiscal responsibility in the management of patient care through effective utilization of resources.
  • Conducts self-assessment of performance and identifies own learning needs. Assesses the performance skills of others.
  • Develops and implements interdisciplinary standards of practice and care at the station level for the Care Coordinator role.
  • Develops strategies to manage critical or complex events and analyzes outcomes.
  • Provides input into own evaluation process in a timely manner.
  • Evaluates the clinical performance of other personnel and gives feedback to the supervisor as requested.
  • Implements an ongoing educational plan to support own professional development.
  • Identifies personal learning needs and assumes responsibility for own professional growth.
  • Develops and implements an educational plan to enhance program development and professional performance.
  • Develops coordinates and presents educational programs toward improving productivity, patient outcomes and treatment modalities.
  • Serves as a preceptor for PA students seeking learning experiences on a graduate level and evaluates outcomes.
  • Leads and works collaboratively with interdisciplinary groups in a cohesive manner.
  • Communicates effectively with patients, families/significant others and the health team members.
  • Facilitates open dialogue among peers, supervisors and staff.
  • Establishes ongoing relationships with professional/health related groups within the community.
  • Fosters good public relations when interpreting philosophy, policies/procedures, goals and objectives to staff, patients and the public.
  • Participates in established quality improvement studies and/or activities.
  • Develops and leads interdisciplinary teams to improve organizational performance.
  • Participates in performance improvement activities related to the service line quality improvement process.
  • Evaluates need and initiates interdisciplinary ad hoc committees/process action teams for constructive problem solving.
  • Tracks and trends issues related to care delivery and role implementation
