General Description

Under the direct supervision of the Building Official, assists in directing and overseeing the City’s building permit and inspection programs in accordance with the Florida Building Code; maintains standards of operations within legal requirements; oversees complaints and related investigations; and prepares information for legal proceedings.

Performs supervisory, administrative, and technical work in organizing and managing the plan review process, inspection activity and administrative support functions in accordance with the Florida Building Code.

Develops, implements, and coordinates policies and procedures related to service functions and delivery.

Assists in the planning, coordination, and supervision of Building Division policies, programs, and operations.

Assistsintheformulationofwrittenproceduresforthebuildingplanreviewand inspection sections.

Plans, coordinates, and supervises the building permit application plan review process under the supervision of the Building Official.

Plans, coordinates, and supervises building, mechanical, electrical and plumbing inspection activities under the supervision of the Building Official.

Confers with owners, architects, engineers, developers, and contractors concerning interpretation and resolution of code matters.

Conducts and participates in public meetings; addresses citizen and administrative requests and prepares reports and responses.

Inspects construction sites, reviews plans, and performs inspections to confirm compliance with established policies and applicable State, County and City Building related Codes and Regulations, as needed.

Hears and makes investigations of complaints of inspection activities and makes appropriate related recommendations to the Building Official, as necessary.

Prepares evidence and testifies on code violation cases.

Prepares a variety of reports and correspondence on building code inspection compliance matters

Implements and reviews reports to verify established goals and objectives are achieved.

Responds to requests for assistance from other departments related to normal and emergency matters.

May assume the responsibilities of the Building Official in their absence.

Performs other related duties, as required.

Minimum Qualifications

Knowledge, Skills and Abilities:

Knowledge of Florida Building Code and other federal, state, and local laws, regulations, and ordinances pertaining to building design, construction inspection and code enforcement activities. Knowledge of legal processes and considerations in prosecuting violations of building codes and ordinances. Knowledge of principles and practices of effective administration, program management, and personnel management including supervision, employee selection, evaluation, training, development and discipline. Knowledge of principles and practices of organizational development, budget and fiscal administration and management. Knowledge of operations and functions of city government and interrelationships with other agencies. Knowledge of personal computers and common computer business software programs.

Ability to plan, direct and manage the goals, objectives, policies, programs of a comprehensive building inspection and code enforcement operation. Ability to plan, manage, direct, supervise, evaluate, train and develop the work of subordinate professional, technical and clerical staff. Ability to analyze situations and problems accurately, identify alternative solutions, project consequences of proposed action and implement effective course of action in support of solution. Ability to read and interpret contract plans, specifications and documents; interpret accurately and make decisions in accordance with appropriate rules, laws, regulations and policies. Ability to direct the preparation of difficult, complex and specialized studies and surveys to evaluate the effectiveness and efficiency of the business unit and satisfaction level of its customers. Ability to formulate policies and procedures designed to provide effective and efficient public service levels. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with the general public, contractors, architects, engineers, city officials, property owners, developers, attorneys and others contacted in the course of performing assigned duties.

Education & Experience Requirements:
Bachelor’s degree from an accredited college or university in business, public administration, construction, engineering or other related field; with eight (8) years of combined experience as an architect, engineer, plans examiner, building code inspector, registered or certified general contractor, or construction superintendent; with at least three (3) years of which involved supervisory responsibilities. A combination of education, training and or experience may be considered. Must possess and maintain a valid Florida Driver’s License and a satisfactory driving record throughout employment. Must be a DBPR Building Code Administrator, Provisional Building Code Administrator or be able to obtain within 12 months of hire.
