The IT Manager will work closely with high-level management and alongside a diverse team of IT professionals within the Communications, Information and Technology Department (CITD). This is an advanced management position responsible for partnering with County agencies in the development, implementation, support, and maintenance of business-critical enterprise solutions and technology initiatives.

Responsibilities include directing research, review, and analysis of existing business processes and developing strategies for implementing innovative technology solutions to improve operational efficiency and service delivery. The position oversees project management activities and deliverables for large-scale enterprise initiatives, including managing cross-functional teams comprised of technical and business analysts, project managers, software developers, and other IT professionals. Duties also include coordinating the activities of multiple software development teams across varying technology platforms, establishing project timelines and priorities and ensuring successful project delivery through all phases of implementation.

Additional responsibilities include interacting professionally with a diverse group of stakeholders representing County departments and agencies; assessing workload, staffing, and resource requirements to meet current operational commitments and future strategic objectives; evaluating technology changes and funding availability; and managing large-scale enterprise projects involving complex business and technical environments.

The position also entails advanced technical and administrative responsibilities, including supervising highly trained technical professionals performing specialized technical assistance and custom software develpment functions; conducting feasibility and cost analyses for new systems and enhancements; developing and tracking operational budgets; preparing performance evaluations; addressing employee performance and work-related issues; mentoring and developing staff; and establishing standards, procedures, and best practices to support effective technology operations and service delivery.

Experience with the following is preferred:

  • Ability to partner with County agencies in the development, support, and maintenance of business-critical solutions.
  • Strong leadership skills managing project teams which include technical and business analysts and project managers; thereby, building cross functional teams. 
  • Managing .NET application development projects and teams is highly desirable. 
  • Manage activities of multiple software development teams on varying platforms and establish timelines for project delivery.
  • Experience with project management activities and deliverables.
  • Ability to assess unit''s workload and personnel needs to meet current commitments and project future needs based on customer''s strategic plan, technology changes and funding availability.
  • Ability to manage large scale enterprise projects and lead all phases of the implementation.
  • Ability to develop teams through coaching, mentoring and providing training opportunities based on current and future needs. 
  • Ability to develop and track unit''s budget. 
  • Ability to explain complex information and technologies in simple terms. 
  • Negotiation skills.
  • Software development management in Public Sector, state and local government.
  • Knowledge of Microsoft Technologies.
  • Knowledge of implementing third party software solutions.
  • Microsoft SQL Server background.
  • Managing legacy technologies while they are modernized.
