This National Guard position is for a TITLE 5 AIRFIELD MANAGER (MI GAAF), Position Description Number NGT7040000 and is part of the MI SAAO, National Guard.
SPECIALIZED EXPERIENCE:
The Airfield Manager works for and is typically under direct supervisory control of the Army National Guard (ARNG) State Army Aviation Officer (SAAO) or garrison commander. The supervisor has operational control of the Airfield organization and will outline general areas of responsibility, but will rely on the incumbent to identify items of actual or potential concern and act independently, as appropriate, to solve problems. Work is evaluated in terms of accomplishment of defined objectives, quality of services provided, adherence to directives, policies, and regulations, and inspection results by authorized agencies.
The Airfield Manager exercises initiative and judgment in daily direction and oversight of the entire airfield organization including airfield operations, airfield safety, air traffic facilities, air traffic equipment/maintenance, and assigned personnel.
The Airfield Manager is responsible for the safe, effective, and efficient management of the airfield and associated services including airfield safety, flight operations, aircraft services, air traffic control, and air traffic equipment maintenance. Manages the airfield in accordance with applicable Army regulations (AR), United Facilities Criteria (UFC), Engineering Technical Letters (ETL), and applicable Federal Aviation Administration (FAA) Advisory Circulars to support garrison, transient, and tenant unit flight operations. Serves as the principal staff advisor on aviation matters and provides airfield representation at installation planning boards and aviation safety and standardization meetings.
Develops, implements, manages, and annually reviews airfield-related plans and programs including the Airfield Safety Program, Foreign Object Damage (FOD) Prevention Program, Quality Assurance Program, Wildlife Hazard Management Program, Airfield Management Training Program, and Flight line Driving Training Program. Coordinates with external agencies to ensure airfield requirements are included in installation-level plans such as Snow and Ice Removal Plan, Physical Security/Anti-Hijacking Plan, Aircraft Pre-Accident Plan, and Public Relations/Noise Abatement Programs.
Delegates authority to subordinate supervisors, outlines policy and overall program requirements and objectives, and coordinates and monitors the execution of assigned functions. Gives guidance to the subordinate leaders for the long and short-term goals of the Airfield. Responsible for the training and readiness, evaluation of Airfield personnel, operational requirements, and training/certification requirements for the staff personnel.
Conducts daily and annual inspections of runways, taxiways, parking ramps, lighting and clearance areas. Responds to flight safety hazards affecting the environment and maintains a hazard log. Initiates overdue aircraft procedures and activates secondary crash alarm system. Responds to mergency situations on the airfield. Closes or suspends operations to runways, taxiways, and parking ramps when hazards are identified or aviation safety is jeopardized.
