Environmental Representative/Specialist – Oil & Gas

FLSA Status: Salary, Full Time, Exempt

Department: Hobbs Health, Safety, and Environment

Location: Hobbs

Reports To: HSE Manager

Salary: Based upon level of experience

 

General Summary of the Position:

 

Mewbourne Oil Company is an independent, family-owned oil & gas exploration and production company with corporate headquarters in Tyler, Texas. The Environmental Representative/Specialist will act as a field coordinator for the environmental compliance program. The primary focus of the Environmental Representative/Specialist will be the air compliance program with additional support for the spill management program and other field related environmental initiatives. The Environmental Representative/Specialist will collect and manage pertinent information related to air permitting, environmental management information systems, state/federal equipment standards, and investigate environmental findings. 


The Environmental Representative/Specialist will help implement new regulations and improve performance with existing regulations affecting environmental policies or practices. Additionally, the role will require assisting in implementing a broad emissions management information system, including asset inventories and related compliance obligations, such as NSPS JJJJ, NSPS OOOO, and Greenhouse Gas Reporting. Other duties include interacting regularly with regulatory agencies, vendors, and internal staff.

 

Essential Functions and Responsibilities:

 

  • Contributes to the Mewbourne Oil Company effort for continuous improvement and risk avoidance as these factors relate to environmental matters;
  • Works with employees and management to develop and implement environmental compliance strategies, programs, and systems in response to regulatory developments including enforcement matters;
  • Assists personnel with evaluation of regulatory, compliance, and technical issues; helps establish technical standards and provides training or coordinates training activities on environmental compliance;
  • Assists with timely preparation, coordination, and completion of periodic internal and external environmental reports related to facility operations;
  • Gathering of information related to facility equipment and construction schedule for the air permitting program;
  • Works with facility operations and management to assess, evaluate, and respond to environmental incidents including development of preventive and corrective actions;
  • Keeps apprised of regulatory developments at the state and federal level; maintains relationships with state and federal regulatory officials, compliance inspectors, and permit approval personnel;
  • Participates in and responds to regulatory agency inquiries, inspections, and requests for documents; and 
  • Performs other duties as assigned or required.

Education, Training and Experience:

 

  • College degree is required;
  • College degree or post-graduate studies in environmental science, environmental engineering, or a similar field of study is preferred;
  • At least 3-5 years of work experience in the environmental field, primarily related to air and spill program compliance is preferred; 
  • Experience with regulatory agencies is required; and 
  • Prior work in the oil & gas industry, especially with upstream oil & gas exploration and production facilities, is preferred.


Skills and Abilities:

 

  • Experience with various federal, state, and local industry-related regulations and permitting requirements;
  • This is a safety sensitive position. The ability to work in a constant state of alertness and in a safe manner is an essential function; 
  • Ability to wear personal protective equipment, as needed;
  • Strong attention to detail with well-developed analytical skills; 
  • Excellent and effective communication skills, both written and verbal;
  • Excellent interpersonal, problem solving, research and document review skills;
  • Ability to work both independently and as part of a cross-functional team; and 
  • A proactive, positive and energetic approach with a commitment to providing excellent service and a desire to interact and build client relationships with each department of Mewbourne Oil Company.

Schedule

 

Predominantly Monday – Friday with some weekend work, as needed. Mix of office and field-based work with frequent trips to field locations for incident response and environmental compliance verification. Subject to all weather and varying road conditions.
