As an Airport Telecommunications Specialist, you will provide daily oversight for airport engineering projects involving the Airports Authority's Airport Communications Systems (ACS) infrastructure.

Airport Telecommunications Specialist

Serves in the Engineering Division at Dulles International Airport (IAD).

Assists the Contracting Officer's Technical Representative (COTR) in managing the Airport Engineering Division's telecom call orders, tasks and projects and inspects contractor work for the Installation, testing and/or maintenance of Airports Authority's inside and outside cabling plant, Internet, and telephone services cable.

GENERAL RESPONSIBILITIES

Represents the Airport Engineering Division for activities involving new\existing network communications services/equipment.

Reviews, manages, and maintains cabling\network work order preparation and processing for the Airport Engineering Division.

Locates and documents inside and outside network communications cabling for Airport Engineering tasks and projects.

Provides site surveys and monitors contractors\consultants performing cabling\network installation and repair work.

Supports the COTR in reviewing contractor documents and permit submittals.

Attends preconstruction and project meetings.

Serves as a cabling\network liaison to IT and other departments.

Interprets and identifies outside plant (OSP), buried underground, and aerial telecommunications (fiber and copper cable) plant in records, on maps, and in the field with sufficient clarity and detail.

Interprets and identifies inside plant (ISP) backbone telecommunications (fiber and copper) plant in records, on maps, and in the field with sufficient clarity and detail.

Provides technical support and recommendations for changes in running line or construction methodologies due to environmental conditions, construction access by crews, and reduce congestion of utilities.

Supports Airport Authority business locations to include IAD and the Dulles Toll Road (DTR).

Provides technical support and recommendations for OSP fiber optic and copper splicing and ISP fiber optic and copper backbone splicing.

Recognizes and provides recommendations for handhole/manhole issues.

Performs other duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience in outside plant cabling including both copper and fiber optic facilities.

Comprehensive knowledge of network communications including the daily operation of a communication system, including the system's generation of work orders and trouble tickets, engineering services and extension of service, and construction services.

Knowledge of and skill in using the tools, equipment, and materials to complete the installation, testing and location of outside plant cabling.

Skill in reading floor plans, construction drawings, schematics, schematics, blueprints, wire mapping and wire color codes.

Skill in handling, inspecting, and cleaning fiber optic cable.

Skilled in outside plant fiber optic and copper cable installation, splicing and termination.

Skill in inside fiber optic cable and copper backbone installation, splicing and termination.

Ability to perform detailed analyses of data and information (including blueprints and schematics).

Knowledge of standard construction permitting processes.

Skill in using Blue Beam, Graphical Information System (GIS) and/or Visio formats.

Ability to speak and write effectively.

PREFERRED QUALIFICATIONS

Certification from the Building Industry Consulting Service International (BICSI).

Certification of copper and fiber installation from the manufacturer, Fiber Optic Association (FOA) or International Certification Accreditation Council (ICAC).

Certification as an Outside Plant (OSP) Designer from BICSI.

Knowledge of Telcordia GR-1275-CORE standards.

EDUCATION

A high school diploma or Certificate of General Education Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Operates vehicle airside and landside (requires AOA permit).

Work may be performed on an active airfield around large operating aircraft and inside and outside in all types of weather.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Work may be physically demanding and requires bending, stooping, crouching or otherwise positioning self to access confined spaces, work in cramped or awkward positions and hard to reach places and high structures. Work requires the use of personal protective equipment.

Work may require use of ladder, scissor lift or scaffolding to reach work objects at heights of 40 feet and is subject to fall from high elevations while performing various duties. Follow safety precautions and procedures.

May require the ability to lift, push/pull or position items weighing up to 50 pounds. Utilizes appropriate conveyance tools to move or lift objects more than 50 pounds.

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.

A background security investigation will be required for all new hires.
