As an Airport Facility Activation Specialist, you will support the transition of newly constructed or renovated airport facilities from construction completion to full operational use. This role provides on-site coordination and field support to ensure that building systems, operational processes, and facility infrastructure are properly integrated and ready for airport operations.
Working closely with the Airport Facility Activation Director and Activation Program Manager, the position serves as the field-level link between construction teams, airport operations, maintenance shops, engineering staff, tenants, and service contractors. The role monitors construction completion activities, assists with system testing and commissioning, and facilitates coordination activities that support the safe and efficient activation of airport facilities.

The work directly impacts the successful opening of new and renovated airport infrastructure by ensuring operational readiness, resolving field coordination issues, and supporting the integration of building systems and operational processes.

Serves in the Airport Activation Department at Washington Dulles International Airport (IAD).

GENERAL RESPONSIBILITIES

Supports the activation and operational readiness of newly constructed airport facilities by coordinating field activities associated with transitioning projects from construction completion to operational use.

Monitors construction completion activities to ensure alignment with airport operational requirements and facility integration plans.

Coordinates with airport operations, maintenance shops, engineering teams, contractors, and tenants to support the successful activation of airport infrastructure.

Assists with the coordination of functional testing and startup activities for building systems and infrastructure, including systems such as security and access control, conveyance systems, wayfinding, and other operational systems.

Facilitates facility walkthroughs and building orientation activities for airport operations staff, maintenance personnel, and service contractors.

Assists in coordinating training activities required of construction contractors to ensure airport personnel are prepared to operate and maintain newly delivered facilities.

Monitors construction staging areas and site access routes to help coordinate activities among multiple contractors and airport personnel working within active construction environments.

Observes field activities to identify issues that may affect operational readiness, safety, or facility activation timelines.

Provides daily updates to the Airport Facility Activation Director regarding construction progress, testing activities, and facility readiness.

Supports coordination between architects, engineers, contractors, and airport stakeholders regarding construction progress and activation activities.

Reviews construction plans, specifications, and field conditions to identify potential risks to facility activation and operational integration.

Assists with quality control activities by monitoring contractor work for adherence to project specifications and operational requirements.

Tracks and monitors punch list activities and construction completion tasks that may affect facility activation.

May issue verbal Stop Work notifications when unsafe conditions or operational impacts are observed.

Assists with the collection and organization of asset information and documentation for entry into the airport's computerized maintenance management system (CMMS).

Participates in construction meetings, activation planning sessions, and commissioning activities to remain informed of project status and readiness milestones.

May serve as Contracting Officer's Technical Representative (COTR) for activation-related contractors.

Mentors and trains Airport Activation staff and new team members.

Performs other duties as assigned.

QUALIFICATIONS

Five years of progressively responsible experience in airport operations, or facility activation, or facility maintenance, or a related field.

Experience working on construction projects, infrastructure improvements, or facility upgrades within complex operational environments.

Knowledge of construction practices, building systems, and the ability to review construction plans, drawings, and specifications.

Ability to identify operational risks, evaluate field conditions, and recommend solutions that support safe facility activation.

Ability to analyze information and communicate technical issues to both technical and non-technical stakeholders.

Strong coordination and communication skills with the ability to work effectively with contractors, engineers, and operational personnel.

Skill in using a computer and modern office suite software.

PREFERRED QUALIFICATIONS

Bachelor's degree in construction management, Engineering, Aviation Management, or related field. Experience working on construction or infrastructure projects within an active airport, transportation, or large public facility environment.

Licensed as a Journeyman or Master tradesperson in Electrical, Plumbing, HVAC, or a related trade.

Experience utilizing construction or project management systems such as Unifier, Procore, E-Builder, or Bluebeam Revu.

Experience supporting facility commissioning, operational readiness, or infrastructure activation activities.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Must maintain required certifications.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Operates vehicles landside and airside (requires AOA permit).

Work requires moderate to heavy physical exertion, including lifting objects up to 50 pounds. May bend, stoop, crouch, and work in confined spaces.

May be required to work nights, weekends, and holidays.

May be subject to hold-over and recall on a 24-hour basis for essential services and emergency situations.

May be exposed to adverse weather conditions and potential hazards common to the airport environment and construction industry. Personal protective equipment must be worn as required.

A background security investigation will be required for all new hires.
