ABOUT THE ROLE
The Bay Area Toll Authority (BATA) is preparing to replace its tolling back office and customer service center systems. The FasTrak Customer Service Center Back Office System has been in operation since 2014. To advance this initiative, the agency is establishing a dedicated project team responsible for guiding the procurement process and overseeing the delivery of the next generation system. The Project Manager will lead the management of the FasTrak Regional Customer Service Center (RCSC) Back Office System (BOS) implementation. This role will support successful delivery of the BOS program by providing broad project oversight, coordinating detailed vendor oversight activities, BATA and consultant resources, project governance, planning, and stakeholder communication. This role is responsible for the development and tracking of project plans, schedules, budgets, and working with all stakeholders to remove roadblocks to success.
Specific duties and responsibilities include, but are not limited to, the following:
- Coordinate comprehensive sub-schedules, project plans, and dependencies among multiple vendors and teams, and provide overall coordination for software development, testing, and implementation; system and infrastructure design and implementation; and customer service operations implementation.
- Reviews and comments on all vendor project plans and schedules.
- Develops portions of applicable project management related plans.
- Identifies and mitigates program-level risk and tracks project issues to develop mitigation strategies with vendor(s).
- Provides contract oversight including administrative, performance management, invoice reviews, and payment recommendations.
- Coordinates with the BATA project team to provide all formal responses to vendors request for information (RFI)
- Coordinates with the BATA project team to provide all formal vendor transmittals.
- Create and maintain a resource plan that aligns with project scope and timelines.
- Develops and implements comprehensive project status communication methods for both the BATA project team, vendors, and stakeholders.
- Facilitate regular communication with executive team and key stakeholders through dashboards, presentations, and governance meetings.
- Knowledge of agile software development methodologies.
- Experienced with project management tools (e.g., MS Project, JIRA, Confluence).
- Knowledge of modern principles, practices and techniques of software development project administration.
- Knowledge of methods and techniques of program development, implementation, operation and evaluation.
- Experienced with contract negotiation and administration.
- Knowledge of principles and practices of program budget and schedule development, analysis, administration, and evaluation.
- Ability to develop, manage and integrate multi-entity schedules across internal teams, external vendors, and partner organizations.
- Knowledge of public sector projects and contract oversight and administration.
MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:
Education: A Master's degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration; and
Experience: Three years of increasingly responsible experience in an appropriate field related to the area of assignment.
A Bachelor's degree in an appropriate discipline and four years of relevant experience is an alternative qualification.
PREFERRED QUALIFICATIONS
Education: A Master's degree in business, project management, information systems, public or business administration, or a related field.
Experience:
- Five years of increasingly complex and diverse project management experience including two years of full supervisory responsibility for two or more major projects.
- Experience with tolling systems, BOS implementations and back-office operations, along with a proven ability to manage complex, multivendor programs while maintaining strict compliance with requirements and standards. Candidates should also have demonstrated experience contributing to multiple-year projects, including long-term coordination, execution, and effective stakeholder management.
