What are the responsibilities and job description for the Resident Project Representative Senior position at Metropolitan St. Louis Sewer District?
Essential Functions:
Essential Functions: Assign and coordinate the work of construction management team members, manage consultant construction managers performing work of considerable difficulty, assist in coordinating the construction manager of facilities with other District departments Provide a high level of administration and technical expertise and leadership as part of a construction/contract management team responsible for the administration of the construction of collection system and/or facility improvement projects
Verify that the construction conforms to the contract documents
Evaluate/review change order claims requests, contractor submittals
Prepare technical reports concerning complex construction and engineering problems and solutions
Perform construction observation; make necessary field inspections to determine existing conditions
May meet with government officials, consultants, and the general public to help communicate District policies and responsibilities.
Additional Responsibilities:
Oversee Construction Management Team on projects; in absence of supervisor, oversee subordinates
May perform related work as required or as delegated by supervisors. May develop presentations to District staff and external groups.
MINIMUM QUALIFICATIONS:
Training and Experience:
Bachelor's degree from an accredited college or university with major course work in Engineering, Construction Management or related field; AND a minimum of eight years' experience in construction management, engineering OR an associate degree in related field, and fifteen years of progressively responsible experience in Construction Management and inspection of construction.
Desirable Knowledge Skills and Abilities:
Extensive knowledge of principles and practices of civil construction
Comprehensive knowledge of District regulations and procedures applicable to construction
Problem-solving and communication skills necessary to work effectively with contractors, engineers, and MSD staff to ensure the successful completion of these projects
Considerable knowledge of spreadsheet and word processing
Basic knowledge in accounting
Extensive skill in reading and interpreting complex engineering plans and specifications
Exceptional skill in maintaining records and preparing technical reports
Thorough skill in analyzing and integrating data
Considerable skill in communicating effectively both in oral and written form
Considerable skill in maintaining effective working relationships with consulting engineers, contractors, private developers, governmental officials and the general public and considerable skill in planning and coordinating the work of others.
SPECIAL REQUIREMENT:
Must possess a valid driver's license issued by the state in which the employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as
safety sensitive and candidate must pass a D.O.T. Drug Test for this position. Employees occupying
this position are subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
Employees of MSD must have a proficient or higher overall rating on last review.
