Essential Functions:
- Provides leadership and manages the daily operations of a program within the Engineering Department
- Directs, develops, and motivates staff to meet the objectives that assist in achieving the District's strategic plan
- Plan, organize and direct all activities of a program as required to achieve program goals
- Manage and supervise the daily activities of personnel assigned to the program
- Coordinate activities with other programs within the Division and the Department; maintain working relationship with public officials
- Maintain records and prepare reports
- Regular functions may include but are not limited to coordinating activities with District legal staff, coordinating activities with other Departments within the District, attend and/or conduct public hearings and presentations.
- May assist in developing departmental policies, procedures and guidelines
- Perform related duties as required or delegated by supervisor
Qualifications
Training And Experience
- Bachelor's degree from a recognized college or university with major course work in engineering as deemed appropriate for the related program
- Eight years' experience as a licensed Professional Engineer in a related area together with progressive supervisory experience.
- Licensed Professional Engineer in the State of Missouri, or the ability to obtain this license within six months of hire
- Considerable management and technical knowledge of program area
- Considerable skill in management techniques and application
- Thorough knowledge of the District rules, regulations, policies and procedures as they relate to the program; considerable skill in maintaining effective working relationships with consulting engineers, contractors, private developers, governmental officials, the general public and District personnel
- Extensive oral and written communication skills
- Considerable skill in planning, supervising and coordinating the work of others; considerable skill in preparing technical reports and maintaining records; good knowledge of spreadsheet, word processing and design software.
- Licensure in the State of Missouri for the position's field of expertise.
- Must possess a valid driver's license issued by the state in which the employee resides.
- Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.

Work Environment
Salary : $114,400 - $175,900
