Position: Family Self-Sufficiency Coordinator

Salary: $52,020 - $58,685

MDHA serves Nashville and Davidson County. Its mission is to create affordable housing options, support neighborhoods, strengthen communities, and help build a better Nashville. 

MDHA employs over 300 staff members, has a budget of $185 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties. MDHA is a housing authority, a community development agency, and a redevelopment agency.

Position Summary

 Under the direction of the Assistant Director of Rental Assistance, works to assist residents of the Housing Choice Voucher Program in becoming self-sufficient and free from all government assistance by establishing a specific plan with goals for each participating family and coordinating services with other agencies

Recruitment & Selection
  • Recruit, screen, and qualify participants for the Family Self-Sufficiency (FSS) program  
  • Initiate a Participation Contract for each family to help them fulfill their obligations as a participant in the FSS 
  • Interview FSS participants to assess their needs and develop an Individual Training & Service Plan program. Using the software provided 
Program Oversight
  • Participation in the FSS Coordinating Committee 
  • Performs the escrow account calculations using a FSS escrow account credit worksheet and provides the finance department with information on MDHA contributions to the escrow account.
  • Conduct quarterly FSS enrollment sessions to explain the program to referred/interested families about the program of income or other status changes to ensure compliance guidelines 
  • Maintain case files for FSS program participants by conducting annual and interim re-examinations to determine any changes 
  • Develop and maintain confidential record-keeping systems for the FSS program.
  • Makes social service referrals to participating households whose situations require additional forms of assistance outside services provided by MDHA resident services.
  • Counsel program participants on program requirements to assist with meeting goals for self-sufficiency 
  • Develop partnerships with community-based organizations, agencies, & social service providers that provide services that can assist FSS participants in achieving their goals encouragement (phone call, office visit, etc.) 
  • At a minimum, maintain monthly contact with FSS participants to review & track progress of program goals and to provide 
  • Conduct orientations & presentations to explain the FSS program to participants and the public 
Correspondence Management
  • Utilize the MDHA software to document program activities & track progress of program participants 
  • Prepare letters, brochures, etc. Using the housing choice voucher participant database to notify families & generate interest in the FSS program 
  • Provide annual escrow reports to FSS participants 
  • Prepare quarterly reports  
  • Perform other related duties as required

Bachelor’s degree in social sciences, social work, public administration or a related field, and three (3) years of experience with low income or assisted housing. Previous experience managing an FSS Program preferred.

License Required

Valid Tennessee driver’s license

Must obtain FSS certification & HCV Specialist within 12 months of hire date 

Regulatory Expertise:

Knowledge of the Assisted Housing Programs administered by MDHA; knowledge of HUD regulations; knowledge of policies, procedures as they related to rental assistance programs; knowledge of community resources; knowledge of modern housing practices. Must have great verbal and written communication skills.

Interpersonal Skills:

Knowledge of laws and practices relating to owner-tenant responsibilities; ability to establish and maintain effective working relationships with owners, participating families and governmental agencies; ability to organize and assign work; ability to interpret policies and regulations of the rental assistance programs and the ability to resolve problems in an expeditious manner.

Resilience:

Willingness and mental and physical ability to perform the duties involved in this classification. Ability to perform work with or without accommodation requires sitting, standing, and walking, dexterity of hands and clarity of vision, speech and hearing and powers of observation; other physical duties as required.
