Clinician - PSH Program

Position Summary

The Clinician, under the direction of the Clinical Director, provides clinical support and coordination for the Permanent Supportive Housing (PSH) program along an assigned program line (Families or Individuals). This role conducts clinical supervision with Case Managers, supports the ISP and BPS approval and compliance process, and maintains accurate tracking and documentation of clinical and case-related data in support of DHS requirements. The Clinician serves as a day-to-day clinical resource to Case Managers, monitors high-profile and time-sensitive cases, and ensures clinical deliverables are completed accurately and on time. This is a clinical role; it does not carry personnel-management authority over Case Managers, which remains with the Program Managers. The position requires strong clinical knowledge, attention to detail, discretion with sensitive information, and the ability to manage multiple priorities independently.

Major Duties and Responsibilities

● Provide clinical support to Case Managers within the assigned program line (Families or Individuals), serving as the primary clinical point of contact for day-to-day clinical questions and case-level guidance.

● Conduct monthly one-on-one clinical supervision with each assigned Case Manager to review mental health concerns, reinforce trauma-informed practice, address crisis situations and protocols, and strengthen DAP-format case documentation. (Note: this is clinical supervision of case content and practice; personnel supervision of Case Managers remains with the Program Managers.)

● Following supervision, develop and document clinical work plans that outline directives for crisis response and service delivery related to mental health concerns, medical concerns, community support service involvement, and Child & Family Services Agency and Adult Protective Services matters.

● Lead the review and approval of Individual Service Plans (ISPs) and Bio-Psychosocial Assessments (BPS), providing support for clinical language and written quality.

● Sign ISP and BPS signature pages from Case Managers during office day, and track all submissions and compliance status.

● Monitor ISP and BPS deadlines and compliance, identify gaps, and follow up with Case Managers to ensure timely completion and accurate records.

● Alongside the Clinical Director, track client displacements, hospitalizations, incarcerations, rental arrears, and utility arrears as they relate to the DHS cover sheet and the clinical support needs of clients.

● Alongside the Clinical Director, follow up on hot cases, Mayor's cases, and DHS high-profile cases, and maintain the high-profile tab with current updates.

● Partner with the Outreach Specialist to track and assist with client grievances and field visits.

● Maintain accurate, current clinical tracking records and documentation in support of DHS requirements and program compliance.

● Attend treatment team meetings, DHS one-on-one meetings, all-staff meetings, and team meetings.

● Attend office day and provide clinical support to staff during office day.

● Participate in supervision and receive direction from the Clinical Director on deliverables, deadlines, and training standards.

● Actively participate in MES and DHS trainings.

● Perform other duties as assigned.

Minimum Requirements and Education

● Master's degree in social work or a related clinical or behavioral health field required.

● Active District of Columbia clinical license required. Graduate-level licensure (LGSW or LGPC) is required at minimum; independent clinical licensure (LICSW, LCSW, or LPC) is preferred.

● Demonstrated knowledge and ability to apply case management and clinical practices in motivating clients to achieve desired outcomes.

● Demonstrated ability to conduct clinical supervision and provide clinical guidance to case management staff.

● Strong organizational skills and the ability to manage multiple competing priorities independently with minimum supervision.

● Demonstrated communication skills, coordinating within a team approach with internal and external customers, including community agency Case Managers.

● Strong Microsoft Office skills (Word, Excel, PowerPoint, and Outlook), including tracking spreadsheets.

● Familiarity with Quickbase, HMIS, and CATCH preferred.

● Flexibility to be available as needed for early or late reporting times in addition to regular office hours.

● Excellent writing skills.

● Bilingual English/Spanish preferred.

● Valid driver's license and current automobile insurance.

● Successfully pass Police, Child Registry, and Federal Background Clearance Checks.

Working Conditions

This is a full-time position, Monday through Friday, 9:00 a.m. to 5:00 p.m. Occasional evening and weekend work may be required as job responsibilities demand.

Physical Requirements

While performing the duties of this job, the employee will frequently sit, stand, walk, drive, and reach. The role may include prolonged periods of driving, walking, and attending meetings.

Pay: $82,000.00 - $87,000.00 per year
