Human Resources works with all divisions of the Metropolitan Council to provide proactive solutions for the Council’s workforce needs in the areas of recruitment, hiring, labor relations, benefits, training, organizational development, occupational health, and wellness.

How you would contribute to our organization and the Twin Cities region:

The Human Resources Business Partner (HRBP) is a senior individual contributor position within Human Resources serving as the primary contact for managers and supervisors seeking HR services. The HRBP bridges HR processes with business objectives, serving as a consultant and advisor to assigned business units.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin. 

This posting will establish a six-month eligibility list for current and future openings.  
  • Provide consultation to managers and supervisors of the Community Development and Metropolitan Transportation Services divisions in the following areas of HR expertise: managing employee performance, employee relations, conflict resolution, job classification, reorganization and restructuring, and compensation. 
  • Work proactively with assigned business unit leaders in the Community Development and Metropolitan Transportation Services divisions to address workforce challenges and strategies. 
  • Conduct job classification evaluations for new and reclassified positions and prepare reports and job classification documentation to support recommended classification and compensation changes.
  • Lead and participate in HR projects and HR Strategic Plan initiatives. 
  • Partner with other HR subject matter experts (labor relations, learning and organizational development, occupational health, talent management) to integrate and deliver HR services and programs.
  • Review and respond to workplace complaints as appropriate, which may include conducting investigations into alleged employee misconduct.
  • Other duties as assigned.
Any of the following combinations in completed education (degree field of study in human resources management, business administration or related field) and experience (in ALL of the following areas: employee relations, performance management, job classification and compensation):
  • High school diploma/GED with nine years of experience
  • Associate degree with seven years of experience
  • Bachelor's degree with five years of experience
  • Master's degree with three years of experience

What additional skills and experience would be helpful in this job (desired qualifications):
  • Public sector human resources generalist experience in a multi-union environment
  • Experience providing human resources generalist consultation to managers and supervisors working in a trades or skilled labor environment
  • Experience promoting an equitable, positive, and respectful work environment that values culture and diversity among all employees

What knowledge, skills, and abilities you should have within the first six months on the job:
  • Knowledge of human resources practices and principles 
  • Knowledge of job classification and evaluation principles
  • Knowledge of federal and state laws and regulations pertaining to human resources management in the public sector
  • Skilled in HRMS systems, including HRIS, Learning Management Systems, Applicant Tracking, Onboarding and Performance Management systems for managing human resources processes
  • Skilled in Microsoft Office applications
  • Analytical, problem solving and project management skills
  • Skilled in conflict resolution 
  • Ability to plan, organize and manage work responsibilities 
  • Ability to interpret and apply organizational policies and procedures
  • Ability to provide clear and effective written and verbal communications
  • Ability to develop effective, collaborative working relationships and gain the confidence and trust of key customers and stakeholders.

Work Environment:
Work is performed in a standard office setting.  Requires travel between primary work site to other sites.
