The Environmental Services Division of the Metropolitan Council is accepting applications for a full-time Assistant Manager of Interceptor Engineering.



About the Interceptor System:

The interceptor system is the sanitary sewer network of pipes, mains, and tunnels that intercept wastewater flow when it leaves one city and is conveyed through other cities enroute to one of the 9 wastewater reclamation/treatment facilities in the 7-County Metropolitan area. The interceptor system consists of 634 miles of gravity mains, force mains and siphons; 231 billing and performance meters; and 60 lift stations. The interceptor system serves 2.8 million people from 111 communities


How your work would contribute to our organization and the Twin Cities region:

The Interceptor Engineering group is responsible for the planning and design of capital projects to preserve, improve, and expand the interceptor system to meet our customer service goals. In addition, the Interceptor Engineering department supports the Construction Services group during capital project construction.

The Assistant Manager position provides support and backup to an Engineering Manager. The Assistant Manager supervises assigned and unassigned staff in addition to the responsibilities for contract management, connection permits, encroachment permits, and relocation requests. The Assistant Manager is also responsible in gathering the project information required to develop the Capital Improvements Program and the corresponding annual Capital Program publication.

What you would do in this job

  • Manage and coordinate department programs in support of policy initiatives.
  • Coordinate staff activities and checks work for conformance to standards.
  • Provide performance feedback.
  • Manage and disseminate information from departments and other databases.
  • Assist in developing Capital Improvements Program and Capital Budget.
  • Prepare, facilitate, and give presentations to the Metropolitan Council Environment Committee, executive management, workshops, and public meetings.
  • Manage project delivery, project managers, and project goals, objectives, and outcomes to provide organizational consistency and direction.
  • Develop and manage a quality control program for project designs, including design guidelines and facility Information.
  • Manage permitting programs (encroachments and connections).
  • Manage master contracts and execute work authorizations.
  • Review relocation and system changes requested by communities and agencies.
  • Develop, review, or approve governmental agreements (reconveyance, construction cooperation, master utility, etc.) in addition to real estate appraisals, right-of-entry agreements, and approvals for acquisitions.
  • Perform related duties as assigned.
What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience in the design and construction of large wastewater collection and treatment facilities and completed education (degree field of study in Chemical, Mechanical, Civil, or closely related field):

  • Bachelor's degree AND six (6) years of experience, including a Professional Engineering (PE) License in Minnesota
  • Master's degree or higher AND four (4) years of experience, including a Professional Engineering (PE) License in Minnesota


What additional skills and experience would be helpful in this job (desired qualifications):

  • Experience with engineering principles and construction practices for wastewater collection and treatment.
  • Experience with project and program management principles and practices.
  • Experience with wastewater collection and treatment operation and maintenance practices.
  • Experience with financial analysis and risk analysis sufficient to guide and make decisions.
  • Practiced quality control procedures in project design, delivery, and implementation.
  • Experience presenting at public hearings and governmental board meetings or public audiences and council bodies.
  • Interpersonal skills sufficient to build trust, develop and maintain effective relationships with customers and stakeholders both internal and external to the organization.
  • Ability to lead and guide interdisciplinary teams to successful project completion.
  • Ability to plan, organize, and prioritize work.
  • Three or more years of supervisory experience.
  • Ten years or more experience as a project manager with the Metropolitan Council or in engineering consulting for water or wastewater projects.


What knowledge, skills, and abilities you should have within the first six (6) months of the job:

  • Knowledge of engineering principles and construction practices for wastewater collection and treatment.
  • Knowledge of project and program management principles and practices.
  • Knowledge of wastewater collection and treatment operation and maintenance practices.
  • Knowledge of financial analysis and risk analysis sufficient to guide and make decisions.
  • Knowledge of the capital program design guides, standards, and work instructions.
  • Thorough understanding of the processes and timing for development of the 6-year Capital Program.
  • Knowledge of management practices, principles of supervision, performance management, and the ability to perform coaching, counseling, mentoring, staff development, training, performance improvement, and discipline.
  • Ability to effectively present information and respond to ad hoc questions from individuals and groups of customers, clients, and/or employees. Skilled at resolving conflict and responding to stressful situations calmly and effectively. Able to communicate with tact, courtesy, and professionalism.
  • Ability to lead and motivate individuals and teams to achieve program and project outcomes.
  • Ability to coach and mentor staff.
  • Ability to plan, organize, and prioritize work.
  • Ability to make sound, timely, risk-based decisions with limited information.

Work Environment:

Work is regularly performed in a normal office environment but may occasionally be performed in the field. The position may occasionally be exposed to a variety of conditions, including wet, humid conditions, outdoor weather conditions, and extreme heat (non-weather). The position may occasionally involve working near moving parts or equipment in high, precarious places and may expose the worker to fumes, airborne particles, and vibrations. Local travel by car is occasional. The position is exposed to moderate noise.
