Job Overview
Metro Professional Services, a distinguished 8(a) Woman-Owned Small Business (WOSB) specializing in professional services, aircrew training, and IT support, is seeking a qualified Contract Manager (CM) to support a contract opportunity for Headquarters Air Combat Command (HQ ACC), 414th Combat Training Squadron (414 CTS), at Nellis Air Force Base, Nevada.
The selected candidate will be responsible for the overall performance and daily management of contract operations. The Contract Manager will serve as the primary contractor representative and will have full authority to act on behalf of the contractor regarding matters associated with the day-to-day operation and performance of the contract.
Key Responsibilities
The selected candidate shall:
- Provide overall management and oversight of contract personnel and daily contract operations.
- Serve as the primary contractor point of contact for matters relating to contract performance.
- Maintain full authority to act on behalf of the contractor regarding daily operational contract matters.
- Coordinate directly with the Contracting Officer and other designated Government representatives.
- Ensure contract requirements, deliverables, staffing requirements, and performance standards are successfully accomplished.
- Manage and supervise a workforce of 12 or more personnel.
- Designate and coordinate with an alternate Contract Manager capable of acting on behalf of the contractor during the Contract Manager's absence.
- Support operations within a military air operations environment.
- Apply operational knowledge related to Special Access Program (SAP) vault operations.
- Prepare, review, and coordinate professional and technical reports using appropriate English-language formatting and technical writing standards.
- Utilize personal computer office software to manage correspondence, reports, schedules, documentation, and other contract requirements.
- Maintain effective communication between contractor personnel, Government leadership, and other mission stakeholders.
- Ensure personnel maintain applicable security clearances, access requirements, training, and qualifications necessary to perform assigned duties.
Minimum Qualifications
Candidates must possess:
- Minimum five (5) years of management experience within a military air operations environment.
- Experience managing 12 or more personnel.
- Minimum two (2) years of experience using personal computer office software.
- Operational knowledge pertaining to SAP vault operations.
- Strong command of the English language, including knowledge of formatting and styles used in technical reports.
- Active Top Secret security clearance.
- Ability to obtain and maintain Sensitive Compartmented Information (SCI) eligibility/access.
- Ability to be granted Special Access Program/Special Access Required (SAP/SAR) program access.
- Strong leadership, organizational, communication, and personnel-management skills.
- Ability to independently manage contract operations while maintaining effective coordination with Government representatives.
Education & Experience
A bachelor's degree in engineering, mathematics, or science is desired.
However, a bachelor's degree in any discipline from an accredited college or university is acceptable when accompanied by at least five (5) years of military aircrew member experience.
