Summary

The Range Safety Officer (RSO) assists the Range Officer-in-Charge (OIC) in maintaining surveillance of firing and safety within the entire surface and vertical hazard space of the assigned firing range. The RSO is a supervisory position and does not participate in training. The RSO will be physically present at the range training site throughout the conduct of training. The RSO is not assigned any other duties, nor does he/she fire or carry a weapon. The RSO is the last to leave the range following completion of firing and clean up, is responsible for ensuring the range is clear of all personnel and equipment, is free of trash, brass, and dunnage, and is turned over to Range Control upon completion of each firing evolution.

Essential Duties And Responsibilities

  • The RSO is responsible for the enforcement of applicable safety regulations as contained in all USMC, MCB Camp Lejeune and USCG orders and directives, to include MCO 3570 series and other applicable field, technical and ordnance publications as directed by Special Missions Training Center, Camp Lejeune.
  • Must successfully complete and maintain currency in the Camp Lejeune Range Safety Certification Program.
  • The RSO shall be qualified on the weapon(s) or weapons system(s) being used in training.
  • The RSO must maintain communications with Camp Lejeune Range Control (BLACKBURN) at all times. If communications are lost, the RSO will cease all training until communications are re-established.

Supervisory Responsibilities

  • Receives range safety briefing from Range Control on use of the Range/Training Areas.
  • Before granting clearance to fire RSO ensures the following:
  • The unit is on the correct range, firing point, or firing area as assigned by the range control office.
  • Weapons and personnel are properly positioned.
  • Authorized ammunition and explosives, to include proper charge, fuze and fuze settings (as appropriate) are used.
  • Firing settings and weapons systems are within prescribed safety limits and verified.
  • Danger zones are clear of all unauthorized personnel.
  • Proper Personal Protective Equipment (PPE), eye and hearing protection is worn by personnel within the hazard area.
  • Permission is received from BLACKBURN to commence training and live-fire operations.
  • Ensure compliance with requirements and responsibilities as listed in local SOPs.
  • Prior to commencing live-fire operations, conducts final coordination with the OIC to ensure all requirements are met to obtain a “hot status” from BLACKBURN.
  • Orders immediate cease fire when any unsafe condition occurs.
  • Reports all accidents and/or ammunition malfunctions to the OIC.
  • Upon completion of training, verifies to the OIC that all weapons systems are clear and safe before allowing removal of weapons from the firing area.

Measures of Performance

  • Demonstrates effective communication, collaboration, and teamwork with all Government and Contract team members.
  • Clearly understands all USMC, USCG and SMTC policies and directives pertaining to range operations and training; actively oversees and enforces compliance with policies and directives, and successfully fulfills all supervisory responsibilities as outlined above.

Qualifications

  • Upon hire, will be required to become familiar with all USMC and USCG range safety regulations/policies to include obtaining Camp Lejeune Range Safety Officer certification.
  • Must currently be, or previously have been, certified as a Range OIC or RSO at any DOD facility.
  • Have five (5) years of DOD live fire range facilitation experience, including flat ranges, shoot houses and small arms weapons and weapons systems including rifle, pistol, shotgun, and medium and heavy machineguns.
  • Specific experience with the MK 18, M870 and SIG P220 are desirable.
  • Must be able to lift and carry 50 lbs, work in extreme weather elements and wear full protective gear weighing up to 40 libs for full workdays.
  • No Security Clearance required, EQIP background check/fingerprints required - Must meet Lautenberg Amendment criteria to carry firearms, obtain USCG issued contractor CAC card, and gain base access.
  • Resume required (final offer of employment contingent upon government approval).
  • OF-306 required
  • Adheres to guidance in Coast Guard instructional materials and maintains familiarity in instructional methods.
  • Works effectively in a team environment.
