Distribution Planner

FLSA Status: Non-Exempt

Position Overview

The Distribution Planner designs and modifies overhead and underground electric distribution facilities. This includes developing master distribution plans, preparing work orders, cost estimates, material lists, and cost of service studies. The role coordinates customer interactions, including assisting with electrical service agreements and related contracts, and providing support for project needs. The Planner reviews and coordinates metering equipment requirements and may use AMI data to evaluate load and service sizing.

Key Responsibilities

  • Design and prepare plans for electric utility infrastructure projects, including line extensions, subdivisions, transformers, and underground facilities.
  • Perform load calculations and select appropriate equipment sizes and configurations.
  • Ensure compliance with District regulations, codes, and standards.
  • Create work orders, sketches, construction drawings, and installation instructions.
  • Secure easements, rights-of-way, and determine service point locations.
  • Coordinate with contractors, developers, utilities, and internal departments for project execution.
  • Maintain accurate facility records, including AutoCAD updates.
  • Draft contracts, bid specifications, and project justifications.
  • Serve as the primary contact for new business customers, managing projects from application to completion.
  • Provide technical support, cost estimates, service agreements, and clear project communications.
  • Conduct site visits and prepare reports on service options, costs, rates, and incentives.
  • Recommend cost-effective strategies and contribute to material standards and best practices.
  • Adhere to safety rules, codes, policies, and applicable laws.
  • Prepare project status reports and assist with performance evaluations.
  • Perform additional duties as assigned.

Qualifications

Education

  • Associate’s degree or technical certificate in engineering, mathematics, electricity, drafting, or related field; or
  • AutoCAD Certification (“AutoDesk Certified User” or higher).

Experience

  • Minimum of three (3) years of electrical utility industry experience in distribution planning or a related role.

Skills And Abilities

  • Prepare, revise, and interpret technical drawings, schematics, and maps using AutoCAD.
  • Perform engineering calculations (voltage drop, load sizing, pole stress, etc.).
  • Read construction plans, single-line diagrams, and load schedules.
  • Plan, design, and estimate distribution system projects while meeting deadlines.
  • Work effectively with customers, contractors, agencies, and colleagues.
  • Manage multiple complex projects simultaneously.
  • Communicate clearly and professionally in both oral and written form.

Knowledge of

  • Electric utility distribution engineering principles, practices, and terminology.
  • Electrical codes and safety standards (NEC, NFPA, IEEE, NESC, & CPUC General Orders #95, #128, #165).
  • Construction methods, materials, and equipment for distribution systems.
  • GIS mapping, databases, and drafting technologies.
  • Mathematics as applied to electrical computations.

Special Requirements

  • Complete two-hour Sexual Harassment training every two years per California AB 1825.
  • Proficiency with Microsoft and standard office equipment.
  • Valid California Class C Driver's License and maintain insurability under District's vehicle insurance.
  • Abide by all District policies, guidelines, and rules.

Work Environment

This position is a fully on-site role based at the District’s secondary office location. Remote work or hybrid arrangements are not permitted. Regular attendance at the designated worksite is required as part of the essential functions of this position.

Physical Demands

  • Sitting for up to 8 hours per day.
  • Operating computers and office equipment for up to 8 hours per day.
  • Lifting up to 25 pounds and occasional stooping.
  • Hearing and vision sufficient for communication and operating equipment.
  • Bend, stoop, and navigate stairways and uneven terrain as needed.

Environmental Factors

  • Primarily office-based with occasional outdoor work (25% or less exposure to sun).
  • May require irregular or extended hours, including overtime.

Mental Demands

  • Exercise independent judgment and objective reasoning.
  • Organize and prioritize tasks on a daily and weekly basis.
  • Communicating effectively in person, by phone, and in writing.
  • Interpret regulations and document work accurately and concisely.
  • Manage multiple duties with potential interruptions.

Supervision

  • Reports to the Manager of Engineering, Energy Resources.
