Examples of Duties

Duties may include, but are not limited to the following:

  • Provides consultation to the Sheriff's Office and contracted program staff on QA/QI issues.
  • Monitors quality improvement for the jail medical and behavioral services contract, including creating and monitoring the quality improvement work plan and QI committee.
  • Assists the Department in preparation for various audits, including legally mandated External Quality Review (Remedial Plan) and Medi-Cal County Inmate Enrollment Program (MCIEP) oversight review.
  • Reviews and analyzes data and findings from internal program reviews and external audits to identify problem areas and makes recommendations for improvement.
  • Maintains and compiles statistical reports related to legally mandated External Quality Review (Remedial Plan); identifies new components or activities required by the Remedial Plan.
  • Develops, implements, and maintains infrastructure and procedural systems to track and improve outcomes, quality monitoring activities, business processes and care for incarcerated persons.
  • Assists in the development and implementation of clinical processes, including medication monitoring and peer/supervisory review; oversees QI work plan activities, performance improvement projects, and contract management.
  • Consults with the Sheriff’s Office administration regarding program needs, policies, and procedures, and prepares plans to ensure quality medical care and organizational efficiency.
  • Conducts utilization and quality assurance reviews of medical records to ensure appropriate care and case management services.
  • Reviews and assesses complex cases to ensure appropriate care and coordination of services to incarcerated persons.
  • Reviews grievances and audits all records regarding the delivery of health care services to ensure contracted vendor compliance.
  • Serves as liaison between medical staff and department executive management.
  • May prepare and/or supervise the preparation of reports, correspondence, special studies, and research.
  • Plan, negotiate and monitor agreements and contracts with plan care and review providers.
  • Initiate, develop and revise written policies and procedures for the compliance program.
  • Work with Sheriff Correction’s Compliance Unit to closely monitor and review critical incidents involving the medical contractor inside the correctional facilities.
  • Ensure medical contractor facilitation of required facility accreditations including Board of State and Community Corrections, Public Health, Behavioral Health and National Commission on Correction Health Care.

Experience

Minimum Qualifications

Four (4) years of full-time, paid work experience as a Registered Nurse, one (1) year of which must have involved experience in quality improvement, medical audits, medical record/chart review in a healthcare setting or one (1) year of correctional nursing experience.

License

Valid Registered Nurse license issued by the State of California, Department of Consumer Affairs, Board of Registered Nursing.

Possess and maintain a valid California driver’s license.

SUBJECT TO CRIMINAL HISTORY BACKGROUND CHECK PURSUANT TO THE HUMAN RESOURCES RULES AND REGULATIONS, SECTION 2,B.

Desirable Qualifications

Certified Correctional Health Professional (CCHP) certification offered by the National Commission of Correctional Health Care (NCCHC).

  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
  • Frequent use of hand-eye coordination; normal dexterity, frequent holding and grasping.
  • Frequent use of data entry device including repetitive hand and arm motion.
  • Occasionally lift and carry up to 40 pounds.
  • Regular attendance is an essential function.
  • May be required to work variable days and/or shifts.

Knowledge of:

  • Federal, state, and local laws, rules, and regulations applicable to the administration of medical and behavioral health care services in detention facilities.
  • Principles, practices and legal requirements of quality management systems, managed care, and client care.
  • Principles and practices of health programs.
  • Quality measurement techniques, including study design, criteria development and statistical analysis.
  • Effective research methods and resources.
  • Practices and techniques of report preparation.
  • Personnel management practices, including staff development, supervision, interviewing, selecting, training, evaluating, promoting, and disciplining.
  • Problem solving, conflict management and team building techniques.

Ability to:

  • Interpret, apply, and communicate complex regulations.
  • Develop and implement QA/QI principles.
  • Plan, organize, direct, and evaluate the day-to-day activities of one or more jail medical programs.
  • Review medical records, recognize and resolve discrepancies.
  • Maintain a productive work environment and ensure achievement of goals.
  • Remain knowledgeable and proficient in health practices through reading, research, professional organizations and academic training.
  • Collect, organize, analyze, and interpret statistical data.
  • Effectively manage multiple work assignments, set priorities, and meet established deadlines.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationships at all organizational levels, as well as with other agencies, vendors and the public.
  • Demonstrate and maintain a high degree of initiative, integrity, accountability, and good judgement.

HOLIDAYS & LEAVES

MANAGEMENT LEAVE

May receive, depending upon classification, 96 hours per Fiscal Year.

VACATION

10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 40 hours).

SICK LEAVE

0.0625 hours sick leave for each paid regularly scheduled work hour. 16 days (130 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

HOLIDAYS

Twelve paid holidays annually plus two optional holidays.

BEREAVEMENT LEAVE

Five (5) regularly scheduled consecutive workdays.

RETIREMENT

Deferred Compensation

The County offers a 457(b) Deferred Compensation Plan. Employees choose their investment funds and can make pre-tax or post-tax contributions to the plan up to the maximum allowable.

MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION

The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security. The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.

Anthem EAP services provide up to five face-to-face counseling sessions per incident and provides a toll-free "800" hotline available 24/7 for emergencies and crisis intervention. EAP services include counseling services, legal services, financial services and work-life resource services.
