Job Summary

The Administrative Assistant provides comprehensive administrative and customer service support for the Menominee County Building Code Department and serves as the general coordinator for the Menominee County Annex Building. Key responsibilities include assisting the public with building, soil erosion, and zoning permit processes; issuing permits and Certificates of Occupancy; scheduling inspections; maintaining departmental files, databases, records, and web content; answering and directing telephone calls; managing office supplies and monthly deposits; and coordinating meeting-room reservations.

The position also assists visitors and supports departments located within the Menominee County Annex Building, including Parks & Recreation, Road Patrol, Emergency Management, and MSU-Extension/4-H. Additional duties include serving as Board Secretary for the Local Emergency Planning Commission by preparing quarterly meeting agendas and minutes, as well as supporting the Parks & Recreation Department by answering general inquiries and managing reservations through the County’s online reservation system. This position requires strong organizational, communication, customer service, and recordkeeping skills, along with the ability to manage multiple priorities and work effectively with the public and County Departments.

Essential Functions and Responsibilities

The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.

  • Assist customers with building permit and soil erosion permit applications and provide zoning application materials.
  • Review and process applications and issue approved permits.
  • Prepare and issue Certificates of Occupancy.
  • Schedule inspections and communicate appointment information to customers and inspectors.
  • Open, organize, update, and maintain departmental files.
  • File documents and enter information into the Building Code Department database.
  • Maintain departmental records in accordance with County-approved retention schedules.
  • Update and maintain the Building Code Department webpage on the Menominee County website.
  • Greet visitors and provide professional customer service in person and by telephone.
  • Answer incoming calls, monitor voicemail, return messages, and direct inquiries to the appropriate department.
  • Maintain office supply inventory and order supplies as needed.
  • Prepare and process monthly deposits.
  • Serve as the primary administrative coordinator for the Menominee County Annex Building.
  • Welcome and direct visitors to departments located within the facility, including Road Patrol, Emergency Management, and MSU-Extension/4-H.
  • Answer and route incoming calls for Annex Building departments.
  • Coordinate meeting-room reservations and maintain an accurate facility schedule.
  • Respond to overflow telephone calls for the Parks Department.
  • Provide general information about the Menominee County Parks System.
  • Create, modify, and cancel reservations using the County’s online reservation system.
  • Assist the Department of Administration in preparing & reconciling deposits.
  • Serve as Board Secretary for the Local Emergency Planning Commission (LEPC).
  • Prepare and distribute agendas for quarterly LEPC meetings.
  • Attend meetings, record proceedings, and prepare accurate meeting minutes.
  • Maintain LEPC meeting records and related documentation.

Minimum Education Qualifications

Required: Highschool diploma or equivalent.

Preferred: One or more years of administrative or office support experience.

Required: State of Michigan – Notary Public (within six (6) months of hire).

  • Standard office administration procedures, practices, and equipment.
  • Basic customer service principles and professional telephone etiquette.
  • General recordkeeping, document management, and records-retention practices.
  • Basic bookkeeping procedures, including preparing and reconciling deposits.
  • Business English, spelling, grammar, punctuation, and professional correspondence.
  • Meeting preparation procedures, including agenda development and minute-taking.
  • Basic functions of local government departments and public-service operations.
  • General permit, inspection, and application-processing procedures.
  • Principles of confidentiality and appropriate handling of sensitive information.
  • Providing courteous and effective customer service in person, by telephone, and electronically.
  • Using standard office software, databases, online reservation systems, and website content-management tools.
  • Accurately entering, retrieving, reviewing, and maintaining data and records.
  • Preparing correspondence, permits, Certificates of Occupancy, agendas, minutes, and other documents.
  • Organizing files and maintaining accurate paper and electronic records.
  • Managing calendars, inspection schedules, meeting-room reservations, and appointments.
  • Handling basic financial transactions and reconciling deposits.
  • Operating standard office equipment, including computers, telephones, printers, scanners, and copiers.
  • Communicating clearly and professionally, both verbally and in writing.
  • Proofreading documents and maintaining accuracy and attention to detail.
  • Learn and apply County policies, departmental procedures, permit requirements, and records-retention schedules.
  • Explain application, permit, reservation, and inspection procedures clearly to the public.
  • Review applications and documents for completeness and accuracy.
  • Manage multiple responsibilities, prioritize assignments, and meet deadlines with limited supervision.
  • Maintain composure, professionalism, and sound judgment in a busy public-service environment.
  • Establish and maintain effective working relationships with the public, coworkers, elected officials, inspectors, and representatives of other agencies.
  • Handle confidential or sensitive information with discretion.
  • Respond appropriately to customer concerns and refer complex or technical questions to the proper staff member.
  • Coordinate activities and share information effectively across multiple County departments.
  • Adapt to changing priorities, interruptions, and departmental needs.
  • Perform routine mathematical calculations accurately.
  • Attend meetings, accurately document proceedings, and prepare clear and concise minutes.
  • Work independently while contributing effectively as part of a team.
