SYSTEM OPERATOR
Non-Exempt Status Grade 10
Reports To: Chief Engineering Division Officer
Supervises: No Supervisory Responsibilities
Pre-requisites
Education: Required High School Graduate or equivalent and two (2) years’ work experience in the utility industry or a minimum of five (5) years’ work experience. A two-year degree in electrical or electronics technology is preferred.
Skills/Abilities:
- Knowledge of basic electrical principles and demonstrated proficiency in basic math skills.
- Ability to perform personal computer and workstations tasks utilizing programs which operate in
Windows environment.
- Proficient in the use of electronic spreadsheets, word processing programs, email, and database management (Microsoft Excel, Word, Outlook, and Access experience) required.
- Technical writing and comprehension of it is required.
- Good oral and written communication skills are required to communicate technical information to
MEC linemen, management, and members.
- A clear speaking voice is required.
- Ability to interpret and understand technical manuals, system online drawing, and procedures.
- Competent in coordinating with other employees and possesses the ability to work effectively independently as well as on a team.
- Must be able to handle a variety of people and temperaments under differing circumstances.
- Must be able to manage multiple responsibilities at once by prioritizing each task while keeping track of all other responsibilities
Other requirements:
- Must have and maintain a valid Texas driver’s license.
- Must be willing to work rotating shifts, including weekends and holidays. Shifts may vary between
8-12 hours. Occasional overtime is required for storm events and major outages.

Typical Responsibilities Include
1. Oversees the daily operation and functions of the System Operations Center.
2. Works closely with MEC personnel in correcting system disturbances and unplanned outages, locating the source of the disturbance, and taking necessary corrective action.
3. Oversee and direct MEC field personnel during various system disturbances and member issues.
4. Implements and updates written operating procedures.
5. Works closely with engineering technicians to maintain functionality of SCADA controls for reliable
24/7 operation.
6. Performs, via SCADA and OMS, around-the-clock surveillance of the electrical system.
7. Operates equipment such as reclosers, capacitor banks, and regulators via SCADA.
8. Operates load-management system to maximize system efficiency with minimal customer impact.

9. Assists system engineers, metering department, and consumer accounting department to maintain reliable operation of the cooperative’s Advanced Metering Infrastructure (AMI) system.
10. Oversees the location of all MEC field employees and contractor personnel working on or near system equipment.
11. Ensures that switching, tagging, and work activity conforms to safety rules and instruction are received correctly by MEC field employees and contractors over phone/radio utilizing a three-part communication.
12. Communicates and coordinates with South Texas Electric Cooperative to resolve mutual problems.
13. Provides a variety of administrative and clerical duties including the preparation of reports, maintenance logs and completion of forms.
14. Observes all applicable safety rules and regulations.
15. Must be able to work during emergency conditions.
16. Conduct must reflect a professional image when in contact with members, the general public, and other
MEC employees.
17. Performs any other duties as assigned by management.
Standard Requirements:
- Ability to perform the essential job functions safely and successfully consistent with the ADA,
FMLA, and other federal, state, and cooperative standards.
- Ability to maintain regular, punctual attendance.
- Must be able to communicate with others in person and on the telephone clearly and courteously.
- Must be able to lift up to 10 lbs.
- Occasionally requires driving a vehicle and traveling alone.
