Position Summary

Direct all activities within the Personal Property Division. This position is responsible for overseeing operations regarding personal property appraisals; ensuring staff are trained accordingly. Coordinating formal and informal appeals for assessments; and serves as a subject matter expert at formal hearings.



Essential Functions



  • Oversee personal property appraisal's operations and staff; determine workload and assign tasks accordingly
  • Monitor individual production of property listings and other labor intensive projects
  • Determine levels of production needed to complete projects on time and measure performance of appraisals
  • Conduct performance reviews with staff. Mentor and train appraisal staff on elements of property appraisal
  • Interact and respond to external customers either directly, or assigns to staff when appropriate
  • Serve as a liaison for the Personal Property Division at external functions for the benefit of the public
  • Conduct presentations regarding property assessment process and answers questions/concerns for the public
  • Oversee Appeals process for Personal Property Appeals (formal and informal) including appeal case preparation, research, inspection of property appealed, informal appeal research and attempted resolution with taxpayer
  • Manage appraisal and assessment of all individual and business personal property, including FF&E, watercraft, manufactured homes, aircraft, income-producing farm equipment, registered motor vehicles, unregistered motor vehicles, specialized trucks and truck bodies, etc.
  • Meet with stakeholders and establish and implement work processes and priority of work tasks based on stakeholder needs and statutory Assessment priorities


Minimum Qualifications

  • Experience:
    Minimum of eight years of progressively responsible appraisal or related experience; including two years of supervisory experience
  • Education:
    Bachelor’s degree in Real Estate, Business Administration, Finance or a related field.
  • Combination of relevant education and relevant experience accepted? Yes

Licenses and Certifications:

  • North Carolina Department of Revenue Certification as County Personal Property Appraiser
  • Certified North Carolina Appraiser designation
  • Requires a valid North Carolina or South Carolina Driver’s License
  • Requires County Driving Privileges

Preferred Qualifications

Master's Degree in a related field

  • Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
  • Principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction
  • The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar
  • Laws, legal codes, court procedures, precedents, government regulations, and agency rules, and the political climate
  • Expertise in personal property assessment and appraisal
