POSITION SUMMARY:

The Operations Director – provides strategic and operational leadership for Meals on Wheels Sacramento County’s Home Delivered Meals, Café and Restaurant programs, ensuring the safe, efficient, and compliant delivery of nutrition services to older adults. Reporting to the Executive Director, this exempt position oversees daily meal delivery operations, café and restaurant locations and meal services, volunteer services, and risk management functions, while supervising key operational staff and supporting both a paid and volunteer driver workforce.

The Operations Director collaborates closely with internal leadership, case management, grant administration, and community partners to ensure program excellence, regulatory compliance, and effective use of resources. This role is responsible for operational planning, staff and volunteer supervision, fleet and safety oversight, policy development, and continuous quality improvement, while promoting a culture of teamwork, accountability, and service to participants. The position requires a hands-on presence, strong leadership skills, and a commitment to advancing Meals on Wheels’ mission to enhance the quality of life for older adults through culturally sensitive nutrition services.

 

ESSENTIAL JOB FUNCTIONS:

           

  • Oversees the day-to-day operation of the meal delivery program in compliance with policies and procedures. 
  • Collaborates with management to develop program, address service needs and issues, and maximize resources to ensure program and participant needs are being met.
  • Collaborates with Eligibility Coordinator, Operations Manager and administrative personnel to assure efficient and accurate coordination of meal orders, participant changes, and route changes.
  • Collaborates with Case Manager Supervisor and case managers regarding the status, service needs, wellness checks, and other concerns of participants to assure effective coordination of services.
  • Collaborates with Director of Grant Development & Administration to assure efficient and accurate meal orders, accurate, timely and proper meal deliveries to participants and nutrition sites.
  • Collaborates with Director of Grant Development & Administration, Community Café Operations Manager, and Café Coordinators to ensure food safety, sanitation, inspections and other dietetic requirements are being met.
  • Supports Volunteer Services Manager with orientation, training and in-service training for paid and volunteer drivers and staff.
  • Monitors and ensures compliance and procedures; resolves and improves compliance requirements through one-on-one training, group training and in-service training.
  • Develops and maintains Policies and Procedures. 
  • Develops and supervises the performance of the assigned Volunteer Manager,  Operations Manager, Eligibility Coordinator and staff.
  • Oversees paid and volunteer drivers; interviews and recommends candidates for positions; trains, supervises, and evaluates performance of all direct reports. 
  • Reviews, approves and maintains program schedules, delivery routes, route inspections, time and temperature requirements, program supplies and equipment; identifies program issues to meet anticipated customer needs and compliance requirements.
  • Manages and coordinates implementation of special activities to support participants.
  • Ensures completion of records and reports and time sheets.
  • Aids in management of department budget, including spend down of grant funds.
  • Ensures daily driver assignments are filled and serves as back-up driver as necessary.
  • Oversees activities at the Meal Distribution Facility including personnel, deliveries, meal handling procedures, safety, courier, and other responsibilities to ensure satisfactory completion.
  • Oversees delivery sites and activities to ensure completion of responsibilities.
  • Develops and supervises the performance of the Volunteer Manager in scheduling and supporting volunteers for meal delivery and other assignments.
  • Leads and/or supports Volunteer Driver Training, In-service Training and other training as necessary.
  • Advocates and fosters an atmosphere for the inclusion of volunteers in all program areas.
  • Manages day-to-day volunteer service activities of assigned volunteers and supports related activities.
  • Leads or supports the investigation of volunteer concerns, grievances and issues to successful resolution.
  • Implements / supports formal / informal volunteer awards and recognition activities.
  • Collaborates, develops, manages and evaluates volunteer efforts and activities.
  • Supports maintenance of volunteers files and records.
  • Assures communication and close working relations between staff and volunteers; meets with volunteers and staff to identify the type/level of volunteer resources needed.
  • Ensures the completion of criminal history and DMV background checks as necessary.
  • Demonstrates compliance with policies, procedures and standards.
  • Supports and demonstrates compliance to Risk Management, Safety and Fleet Management policies and procedures; manages, monitors and supports maintenance of fleet vehicles.
  • Ensures that paid and volunteer staff at all sites abide by risk management and safety policies and procedures.
  • Monitors and ensures that proper food handling and sanitation procedures are followed in meal delivery. 
  • Represents and promotes MoW with volunteer service groups, civic and community groups, businesses and at public activities.
Qualifications:

 

QUALIFICATIONS:

  • Bachelor’s degree in a human service field and/or equivalent experience required.
  • Three years or more of increasing responsibility in program operations and demonstrated leadership in a setting where volunteer service is valued and volunteer principles and practices drive program efforts. 
  • Knowledge of nutritional, social and health needs among older persons and their family caregivers; Knowledge of Older Americans Act programs preferable.
  • Effective verbal and written English communication skills..
  • Knowledge, training or experience in food safety.
  • Knowledge of vehicle operation and maintenance requirements,
  • Compliance with all Occupational Safety and Health Act (OSHA) regulations is required
  • Flexibility and willingness to work evenings or weekends when needed.  Availability for regular travel assignments within service area.
  • Must pass a criminal background check and DMV record check.  Must have valid California driver’s license and maintain driving record in good standing.

 

Salary : $90,000 - $102,000
